Valpro Attorney Services serves legal papers in Rancho Murieta, the gated community off Jackson Road in eastern Sacramento County, and on the ranch and commercial parcels around it. We serve summonses, subpoenas and every other legal document, and we can file the case with the Sacramento Superior Court as part of the same request. The community is about 24 miles from our office.
Upload the papers on a Service Request or send them to Service@ValproAttorneyServices.com. To talk about a deadline, call 855-582-5776, weekdays 8:30 a.m. to 5 p.m.
A gated community run by a services district
Rancho Murieta is a Census Designated Place, not a city. Sacramento County is its local government, and the Sacramento County Sheriff's Office is its law enforcement. What sets it apart is the Rancho Murieta Community Services District, at 15160 Jackson Road. Besides water, wastewater, drainage and solid waste, the district provides security services under Government Code section 61100(j), with the approval of the Local Agency Formation Commission.
The district's Security Department describes its job this way:
- The gates. It operates and staffs the security gates at the entrances, 24 hours a day, 365 days a year, with automated lanes for residents and visitors.
- The patrol. A mobile patrol covers the district around the clock, backed at times by off-duty Sheriff's deputies.
- The visitor log. Gate officers record every visiting vehicle's license number and destination. The district's security code says guests and visitors are registered in cooperation with the Rancho Murieta Association and other homeowners' associations.
The district is just as clear about what its officers are not. Its authority page says gate and patrol officers aren't peace officers. They observe and report incidents to a law enforcement agency such as the Sheriff, and they don't investigate crimes or enforce state or county laws. In July 2006 the Sheriff's Department, the district and the California Highway Patrol opened the James L. Noller Safety Center in the community.
What the district's gate policy says about process servers
The district still posts its RMA-CSD Gate Procedures policy, Policy 2003-2, approved by its board on January 8, 2003. Under the heading "Officers of the Court," it says process servers and people repossessing vehicles "will be given a guest pass when they present the proper identification or Court Order," and that service "may occur at any time of day or night."
Two cautions go with that:
- It's an old policy. Policy 2003-2 isn't listed on the district's policy index dated March 25, 2026, so it may no longer be the working rule. The district's current pages describe the gate staffing and visitor logging, not a process server procedure.
- The gate logs the visit. Under the 2003 policy, a gate officer enters the time, pass number, pass type, destination and license plate for each guest pass. A defendant may hear about a visit before the server reaches the door.
The same 2003 policy describes resident lanes at the North and South Gates and separate rules for The Villas and Murieta Village. We plan Rancho Murieta attempts around the gate and record what happened there, including any refusal, so you know exactly where things stand.
Not every 95683 address is inside the gates
ZIP Code 95683 is far larger than the gated community. The Census Bureau's 2020 relationship file gives the ZIP Code area about 86.4 square miles of land. Only about 11.9 square miles fall inside the Rancho Murieta CDP, a sliver touches Folsom, and roughly 74.4 square miles belong to no city or Census place at all. That outer area is open, unincorporated Sacramento County land.
The district's own tax schedule shows the split. Its security tax has one residential rate for lots inside the gates and a lower one for lots outside the gate, and non-residential rates for highway retail, an equine complex, the country club and an airport. For a Letter of Instruction, that means:
- Inside the gates: the resident's name as the gate would know it, the street address or lot number, and anything that helps a guest-lane visit, such as a phone number for the resident.
- Outside the gates: the parcel address, any gate or ranch-road access, and a description of the house, because a rural parcel may have no visible number.
- Businesses along the highway: the business name, the person to serve and their hours.
Rural parcels in the outer part of 95683 can take longer to reach and to find. Remote areas are subject to different timelines, and we'll tell you if an address falls into that group.
Sacramento courthouses for Rancho Murieta cases
None of the Sacramento court's buildings is near Rancho Murieta, and the court assigns them by case type. Distances below are straight-line from the community's Census center point:
| Case type | Courthouse | Distance |
|---|---|---|
| Civil lawsuits and petitions | Tani G. Cantil-Sakauye Sacramento County Courthouse, 500 G Street | about 23.6 miles |
| Small claims up to $12,500; evictions up to $35,000 | Carol Miller Justice Center, 301 Bicentennial Circle | about 18.4 miles |
| Family law and probate | William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road | about 18.3 miles |
The downtown civil courthouse opens to the public at 7:00 a.m., with civil filing windows from 8:30 a.m. to 4:00 p.m. on court days. Its facility page sends unlawful detainer, small claims and family relations trials elsewhere, so those go to Carol Miller or Ridgeway. For a filer driving in from the eastern county, that split matters: a trip to the wrong building costs most of a morning.
Papers to serve in Rancho Murieta?
Small claims and the evening session
Rancho Murieta residents who sue in small claims file at Carol Miller, where the court caps claims at $12,500. The counter is open Monday through Thursday, 7:00 a.m. to 5:00 p.m., and the building is closed on Fridays.
For someone who can't take a weekday off, the court's small claims page describes a night court at Carol Miller on the second Wednesday of each month, 5:15 p.m. to 6:15 p.m. When that Wednesday is a court holiday, it moves to the second Thursday. The session offers mediation and an advisory clinic workshop. The Advisory Clinic for Small Claims and Unlawful Detainer can also be reached at 916-875-7846, mornings and afternoons Monday through Thursday.
Small claims papers have to be delivered by someone other than the plaintiff, and the deadline counts back from the hearing date. Send us the claim and the date as soon as the clerk issues it.
Evictions and HOA disputes
A landlord renting a Rancho Murieta home files the eviction at Carol Miller when it asks for $35,000 or less, the limit on the court's facility page. Larger cases go to the Civil Division downtown. Posting an eviction summons needs a court order under CCP § 415.45, and a posting at a gated home still means getting through the gate.
Disputes with the Rancho Murieta Association or the services district raise their own questions. The association is a private homeowners' association, so it's served through its agent for service of process, which you can find on the Secretary of State's bizfile Online. The district is a public agency, and suing one usually means a government claim first. Ask your attorney which rules apply. For questions about an association citation, the district's FAQ points residents to the Rancho Murieta Association office at 916-354-3500, weekdays 8:00 a.m. to 5:00 p.m. Our page on serving corporations and other entities covers the agent step.
Planning attempts at a gated address
California's new substituted service standard starts January 1, 2027: reasonable diligence before substituted service is shown by attempting personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). Our AB 747 guide explains it. At a gated community, each of those attempts begins at the gate, so the details below make each trip count:
- Hours the person is home, including weekends.
- A photo or description, and any vehicle you know of.
- A workplace, if they commute to Sacramento, Folsom or elsewhere.
- A deadline, so we can space the attempts across days and times before it.
Every attempt, including what happened at the gate, goes into the record you receive with the proof of service. Get the updates by email.
Divorce, custody and estate papers
Family law and probate cases from Rancho Murieta are heard at the William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road, home to the court's Family Law and Probate Divisions. The building also holds the Self-Help Center, the Office of Family Court Services and the Family Law Facilitator's Office.
The court's facility page lists business hours of 8:30 a.m. to 4:00 p.m. on weekdays. The resource room keeps two blocks, 8:30 a.m. to noon and 1:00 p.m. to 4:30 p.m. Visitor parking is in the city-run lot east of the courthouse. Pay at a kiosk with coins or a card, or use the ParkMobile app with zone 47681.
A petition, a request for order or a probate notice for someone inside the gates needs the same gate planning as any other service. Give us the hearing date, the names of any children at the address and any safety concern, so the server can plan the approach. Family law proofs, such as form FL-115, are explained in our proof of service guide.
Filing a Rancho Murieta civil case downtown
Civil papers for the 500 G Street courthouse can be e-filed, mailed, handed in at the counter or left in the drop box, according to the court's filing instructions. The instructions add several rules that save a second trip from the eastern county:
- Drop box filings must be time-stamped on the back of the last page, under Local Rule 1.16. A document properly left before 5:00 p.m. counts as filed that day, and later ones are filed the next court day.
- Filings with a fee belong at the civil front counter windows, not the drop box.
- Copies. Bring an original and one copy, because the court conforms only one copy of each document.
- Reservations. Many civil departments require an advance reservation before a motion is filed, so check the assigned department first.
Since a round trip from Rancho Murieta to 500 G Street covers close to 50 miles even in a straight line, filing and service on one request usually makes sense.
Filing, records and missing defendants
We can file a Rancho Murieta case with the Sacramento court and serve it on the same request. See Sacramento County court filing and our post on same-day court filing. For copies from an older case, use document retrieval. If the person has sold the house or moved out, skip tracing can look for a new address before the papers go back out.
