Thousand Oaks is one of the largest cities in Ventura County, and none of its cases stay in town. A civil complaint goes to Ventura, an estate to Oxnard, and a small claims hearing to Simi Valley or Oxnard depending on the ZIP Code. Before any of that, you may need to confirm that the address is in Ventura County at all.
We serve summonses, small claims, restraining orders, subpoenas and other legal papers at Thousand Oaks homes and offices, managed from our Sacramento office. Upload up to 5 PDFs with a Service Request, or send them to Service@ValproAttorneyServices.com.
No courthouse in Thousand Oaks: where cases go instead
Ventura Superior Court runs three buildings, and none of them is in the city. Distances below are straight-line miles from Thousand Oaks's Census center point, using the coordinates on each building's court page.
| Building | Address | What it takes for Thousand Oaks | Miles |
|---|---|---|---|
| Hall of Justice | 800 South Victoria Ave., Ventura 93009 | All civil filings, evictions, family law, every small claims filing | 19.9 |
| Juvenile Justice Center | 4353 E. Vineyard Ave., Oxnard 93036 | Probate, guardianship, conservatorship, civil harassment petitions, small claims hearings for 91320 | 17.5 |
| East County Courthouse | 3855-F Alamo St., Simi Valley 93063 | Small claims hearings for 91360, 91361 and 91362 | 10.7 |
The closest building, in Simi Valley, never takes a filing for a Thousand Oaks case. The court's small claims page says the East County Division and the Juvenile Justice Center don't accept small claims papers, so every claim starts at the Hall of Justice or through eFiling.
Two ZIP Codes, two small claims courtrooms
The court decides the hearing location by the ZIP Code where the claim occurred. Its east-county list includes 91360, 91361 and 91362. Thousand Oaks's fourth ZIP area, 91320, isn't on it. That ZIP covers Newbury Park, on the west side of the city.
In practice:
- A dispute that arose at a 91360, 91361 or 91362 address gets a hearing on Alamo Street in Simi Valley.
- A dispute that arose in 91320 gets a hearing at the Juvenile Justice Center in Oxnard.
Two claims from the same city can end up in courthouses about 27 miles apart in a straight line. Read the hearing location on the filed claim before you plan the date of service, and send that date with your Service Request. The proof of service has to reach the court before the hearing, and our proof of service guide explains what the form needs to show.
When 91361 means Los Angeles County
Westlake Village borders Thousand Oaks to the southeast, and it is a Los Angeles County city. It shares ZIP Codes 91361 and 91362 with Thousand Oaks in our Census data. The Los Angeles court's filing court locator labels Westlake Village 91361 as a ZIP Code within Los Angeles and Ventura counties.
When we queried the locator on October 28, 2026, Westlake Village 91361 returned:
- Van Nuys Courthouse East, 6230 Sylmar Ave., Van Nuys 91401, for unlimited civil, limited evictions and small claims.
- Chatsworth Courthouse, 9425 Penfield Ave., Chatsworth 91311, for family law, restraining orders and limited collection cases.
- Stanley Mosk Courthouse in downtown Los Angeles for probate and other limited civil cases.
A query for Westlake Village 91362 returned no result. If your address uses 91362, check the property's city and county before you rely on any court list.
For service itself, the county line rarely matters. We serve on both sides of it under one request. For filing, it decides which court you're in, so settle it first.
Papers to serve in Thousand Oaks?
Probate for a Thousand Oaks estate
All Ventura County probate matters are filed and heard at the Juvenile and Probate Courthouse in Oxnard, according to the court's probate page. Hearings are usually set in Courtroom J6 on a fixed weekly schedule:
| Matter | Day and time |
|---|---|
| New probate estate petitions | Thursdays, 10:30 a.m. |
| Wills, estates and trusts: motions and miscellaneous petitions | Wednesdays and Thursdays, 9:00 a.m. |
| Conservatorship and guardianship with an estate: motions | Tuesdays, 9:00 a.m. |
| Care plans, inventories and status reports | Tuesdays, 10:30 a.m. |
| Petitions to appoint a conservator or guardian with an estate | Fridays, 9:00 a.m. |
The court notes calendar limits on most of these days. It also accepts an original will only after the person who wrote it has died, and charges $50 to lodge it.
Probate notices often have to reach heirs and beneficiaries who live elsewhere. If one of them needs personal service, send the notice with the hearing date, and we serve it wherever that person lives in California.
Restraining orders: two filing points, one rule for service
A Thousand Oaks restraining order starts in different places depending on the relationship between the people involved.
- Domestic violence, elder abuse, gun violence, workplace violence and similar orders are filed with Family Law at the Hall of Justice, Room 210. The court's page says the District Attorney's Victim Services Unit, Room 311 in the same building, and the Ventura County Family Justice Center at 3170 Loma Vista Rd. can help prepare domestic violence and elder abuse papers.
- Civil harassment orders, such as disputes between neighbors, coworkers or acquaintances, are filed at the Juvenile Justice Center in Oxnard or by eFiling.
Either way, the restrained person has to be personally handed the papers before the hearing. The Judicial Council's proof forms are DV-200 for domestic violence and CH-200 for civil harassment. Each lists what the server gave the other party and when. Send the hearing date and any safety notes with the request, and we schedule the attempt around them.
Thousand Oaks addresses and the open-space edges
Much of Thousand Oaks is suburban streets, condo complexes and office parks, where a unit number and a time window do most of the work. Some homes back onto open space or sit on canyon roads and private drives near the city's edges. Those addresses can take longer to reach, and Henry's note applies there: remote areas are subject to different timelines.
A request that finds the person faster usually includes:
- The exact unit or suite, plus the building letter in a large complex.
- Gate access, such as a code, a call box listing or the HOA management contact.
- A second address. A workplace in Westlake Village, Agoura Hills or Camarillo turns a missed evening attempt into a daytime one.
- Recent history. If a neighbor said the person moved, tell us when.
If the person can't be found at any address you have, skip tracing looks for a current one first. Our article on skip tracing for legal cases explains what the search covers.
Companies with Thousand Oaks offices
Many companies have offices in Thousand Oaks but name an agent for service of process somewhere else. Look up the entity on the Secretary of State's bizfile Online and use the agent and address it lists. If that's a commercial agent, the papers go to the agent's office, not the local building. Our guide to serving corporations covers what to do when the agent can't be found.
Filing in Ventura from Thousand Oaks
The Ventura civil page asks parties to call ahead and reserve hearing dates for ex parte and law and motion matters, because those courtrooms limit how many they hear each day. It also says a summons and complaint may be served by anyone over 18 who isn't a party, among others. Our Ventura County court filing page explains how we file there for you, at the counter or by eFiling.
One Service Request can cover the filing and the service. Get each update by email. For who may serve papers, see who can serve papers in California, and for the rule changes starting in 2027, our AB 747 guide.
