Rio Vista is a small Solano County city, with 10,005 residents in the 2020 Census and an estimated 10,523 on July 1, 2025. We serve summonses, petitions, probate notices, subpoenas, eviction papers and restraining order papers in town and across the countryside that shares its ZIP Code. When the case still needs to be opened, we file it with the Solano County court in Fairfield before the papers go out.
Rio Vista requests are handled from our Sacramento office, about 32 miles to the northeast in a straight line. Send the documents through a Service Request, email Service@ValproAttorneyServices.com, or phone 855-582-5776.
Rio Vista cases go to Fairfield, not Vallejo
Rio Vista doesn't have a courthouse, and the nearest Solano building isn't the one that takes its civil cases. The Superior Court of California, County of Solano lists three courthouses in downtown Fairfield and one in Vallejo. Its civil, small claims, family law and probate pages all send filers to Fairfield:
- Civil lawsuits, small claims and evictions go to the clerk at the Old Solano Courthouse, 580 Texas Street. The building's page lists those three case types.
- Divorce, custody, support and domestic violence go to the Family Law Division at the Hall of Justice, 600 Union Avenue.
- Probate, conservatorships and guardianships go to the probate clerk, also at the Hall of Justice.
From central Rio Vista, downtown Fairfield is about 19 miles west in a straight line. Vallejo is about 30 miles southwest. If a form or an old letter tells you to file a Rio Vista civil case in Vallejo, check it against the court's current pages before you drive.
All three Fairfield buildings are open 8:00 a.m. to 5:00 p.m. on weekdays. The Hall of Justice clerk's offices take drop-ins from 8:00 to 11:30 a.m. and appointments from 8:00 a.m. to 3:00 p.m., according to the court's locations page. Attorneys e-file civil, family and probate papers under Local Rule 20, in effect since January 2, 2025; self-represented filers may still file on paper. Our Solano County court filing service takes care of either route.
One ZIP Code area, two counties
The city itself is a small piece of its ZIP Code area. The Census Bureau's 2020 relationship files measure the 94571 ZIP Code area at about 109 square miles of land:
| Part of 94571 | Land area | Share of the ZIP Code area |
|---|---|---|
| City of Rio Vista | about 6.6 sq mi | about 6% |
| Solano County outside the city | about 83 sq mi | about 76% |
| Sacramento County | about 20 sq mi | about 18% |
That means a "Rio Vista, CA 94571" address can be a house downtown, a rural property miles from the city limit, or a place on the Sacramento County side of the line. For service, the server goes to the street address whichever county it's in. For filing, the county matters. A case that has to be filed where the defendant lives or the property sits goes to the Superior Court of California, County of Sacramento if the address is on that side, and our Sacramento County court filing page covers how that court splits its cases. For example, Sacramento small claims up to $12,500 and evictions seeking up to $35,000 are filed at the Carol Miller Justice Center, 301 Bicentennial Circle, which is open Monday through Thursday, 7:00 a.m. to 5:00 p.m., and closed Fridays. Isleton, about 5.5 miles from Rio Vista, is one of the Sacramento County towns that files there.
ZIP Code areas are Census approximations of postal ZIP Codes. For a rural parcel, the county assessor's record is the better test of which county you're in. If you still aren't sure, send the address exactly as your documents show it and tell us what you know about the property. The proof of service will state the address where the papers were delivered.
Delta roads, bridges and timing
The city's welcome page describes Rio Vista as "the Gateway to the Delta," in the heart of the California Delta on the Sacramento River. Its website has also pointed residents to Caltrans District 3 for current Rio Vista Bridge and Antioch Bridge closure notices. A closure can lengthen the route to an address on the far side, so check posted advisories when a deadline is close.
Away from town, remote areas are subject to different timelines. Your Letter of Instruction does the most good here:
- Directions, not just an address. Road name, which side of the road, a mailbox name, or a pin dropped on a map.
- Gates and access. A locked gate, a shared private road, dogs, or a caretaker who lives on site.
- Timing. Seasonal work, early mornings, or days the person is reliably home.
- A second location. A workplace or a regular stop in town gives the server another place to try.

Papers to serve in Rio Vista?
Evictions from Rio Vista rentals
A Rio Vista eviction is filed with the civil clerk at the Old Solano Courthouse in Fairfield. Before filing, either side can get free legal and procedural information from the court's unlawful detainer advisory hotline at (707) 207-7330, Monday through Friday, 8:30 a.m. to 12:30 p.m. The advisors are provided through the Better Business Bureau, according to the court's unlawful detainer page.
That page adds a detail that matters in a split ZIP Code area. Callers should be ready to give a case number or information showing the property is in Solano County. If the rental is on the Sacramento County side of 94571, the hotline and the Fairfield clerk aren't the right place, and the case belongs in Sacramento.
After filing, serve the tenant as soon as the summons issues. The California Courts self-help guide gives a tenant 10 court days to respond after personal service. Send us the endorsed summons and complaint, the unit number, and the names of every adult occupant you know of, so the server can plan the attempts. From 2027, AB 747 changes the rules for posting an eviction summons under CCP § 415.45.
Rio Vista probate and estate papers
Estate work brings a lot of paper to Fairfield. The Solano probate page describes the department as handling decedents' estates, trusts, conservatorships and guardianships, along with petitions to establish the fact of a birth, death or marriage. It estimates that a full probate runs about nine months to a year and a half from filing to final distribution.
Three points from the court's page matter for service:
- Notice is mailed by someone else. After the clerk sets a hearing date, the petitioner gives notice to everyone who may have a right to part of the estate. The petitioner can't mail it personally; any other adult can.
- Original wills have a 30-day clock. Under Probate Code section 8200, whoever holds the will when the person dies has 30 days to lodge the original with the probate clerk at the Hall of Justice, Family Law, Probate and Adoption Division, and must send a copy to the executor.
- Examiners read the file first. A probate examiner reviews each petition before the hearing, and the court posts its probate notes and pre-grants online after 2:00 p.m. the day before.
The probate clerk is at (707) 207-7341, and the court investigators who handle conservatorships and guardianships are at (707) 207-7390. When an heir lives in Rio Vista and the estate is elsewhere, we serve the notice or citation in Rio Vista for the court where the case is open.
Family law and protective orders
A Rio Vista divorce or custody case is filed with the Family Law Division at the Hall of Justice. Domestic violence restraining order papers can be e-filed or taken to the Family Law Division on the second floor of the Hall of Justice, according to the court's restraining orders page. Elder abuse restraining orders go to the same office, in person or by mail. Neither type has a filing fee.
Help is available in the same building. The Solano Legal Access Center, which includes the Family Law Facilitator's Office, works with people who don't have lawyers Monday through Thursday, 8:30 a.m. to noon. On Fridays it helps only with domestic violence and elder abuse restraining order applications, during the same morning hours. The Solano County Law Library is on the third floor.
Once a judge signs temporary orders, the restrained person has to be served before the hearing. Tell us about firearms, a shared home, children, or anything else that bears on safety, and send the hearing date so the server knows the deadline. A self-represented party is responsible for preparing the order after the hearing, the family law page notes, usually on form FL-340. Our proof of service guide explains what comes back after service.
Serving the City of Rio Vista
A lawsuit against the city, or a subpoena for city records, is delivered at City Hall. Under CCP § 416.50, a summons on a public entity goes to its clerk, secretary, president, presiding officer or other head of its governing body. The city's website lists City Hall at One Main Street, Rio Vista, CA 94571, phone (707) 374-6451. Name the official or department on the Service Request. Claims against a city follow their own deadlines, so confirm those first. This is general information, not legal advice.
Rules that apply anywhere in California
Any adult who isn't a party to the case can serve most papers, as our guide to who can serve papers in California explains. From January 1, 2027, AB 747 says three good-faith attempts at personal delivery, on three different days at three different times, show reasonable diligence before substituted service. Our AB 747 guide covers that change and the new posting rules for evictions. To serve a business, look up its agent for service of process first; our serving corporations page shows how. If the person has left Rio Vista, skip tracing can look for a current address. We make no guarantees for service.
