Suisun City is a Solano County city of 29,518 residents in the 2020 Census, and an estimated 29,454 on July 1, 2025. It adjoins Fairfield, the county seat, and its center is about 1.5 miles from Fairfield's. We serve summonses and complaints, small claims, eviction papers, restraining order papers, subpoenas and family law petitions at Suisun City homes, apartments and businesses, and we file at the Fairfield courthouses when the case still has to be opened.
Suisun City requests are handled from our Sacramento office, about 37 miles northeast in a straight line. Upload the papers on a Service Request, email Service@ValproAttorneyServices.com, or call 855-582-5776.
The courthouses are next door
Suisun City doesn't have a courthouse, but it hardly needs one. The Superior Court of California, County of Solano keeps three buildings in downtown Fairfield, and the Old Solano Courthouse at 580 Texas Street is about 1.6 miles from central Suisun City in a straight line. Here's where a Suisun City case goes:
| Matter | Office | Phone |
|---|---|---|
| Civil lawsuits and evictions | Civil clerk, Old Solano Courthouse, 580 Texas Street | (707) 207-7330 |
| Small claims filing | Small claims clerk, Old Solano Courthouse | (707) 207-7335 |
| Small claims hearings | Courtroom 303, Hall of Justice, 600 Union Avenue | Calendar Mon–Wed, 1:00 p.m. |
| Civil harassment and gun violence restraining orders | Civil Clerk's Office, first floor, Old Solano Courthouse | (707) 207-7330 |
| Divorce, custody, domestic violence and elder abuse orders | Family Law Division, second floor, Hall of Justice | (707) 207-7340 |
The court's locations page adds a detail Suisun City residents can use. The Suisun/Fairfield Amtrak station, at 177 Main Street in Suisun City, is less than a ten-minute walk from all of the Fairfield court locations. Downtown parking is limited: a garage with time-limited parking sits next to the Solano County Government Center at Delaware and Jefferson Streets, and the court asks visitors not to use the private lots reserved for downtown businesses.
Every visitor goes through metal detectors at the entrance. The buildings are open 8:00 a.m. to 5:00 p.m. on weekdays, but the civil and small claims clerk takes walk-ins only until 3:00 p.m. Our Solano County court filing service can take papers in for you.
Small claims from Suisun City
The Solano court's small claims page sets the limit for a natural person at $12,500, with a few exceptions. A person with a bigger claim can file in the civil division instead, or give up the excess and stay in small claims. Lawyers can advise before the hearing but can't represent anyone at it.
The court provides a free Small Claims Legal Advisor by phone only, Monday through Thursday, 9:00 a.m. to 2:00 p.m., at (707) 863-1643. The advisor's office is at the Old Solano Courthouse, but consultations happen over the phone.
Before you file, get the defendant's name right. For a business, the court suggests checking the city's business license records or the county clerk's fictitious business name index, and for a corporation, the California Secretary of State's record of its exact name and agent for service of process. A claim against the wrong name can leave you with a judgment you can't collect. Our serving corporations page explains what to do with the agent the state lists.
Why service matters after a small claims judgment
Service doesn't stop mattering once the hearing is over. The court's post-judgment page describes a 30-day automatic stay after the clerk mails the notice of entry of judgment, during which the winner can't start enforcement. In that window, the defendant may appeal, and a party who missed the hearing may move to vacate the judgment.
The deadlines turn on service:
- A defendant who was served with the claim has 30 days from the mailing of the notice of entry of judgment to file a motion to vacate.
- A defendant who never got notice of the claim has 180 days from discovering the judgment.
- If the motion is denied, there are 10 days to appeal that denial, and only the denial is reviewed.
A signed proof of service from an adult non-party is what shows the court the defendant had notice. We return it to you so it can be filed with the clerk at least five days before the hearing, as the court's filing instructions require. Our proof of service guide shows what it records.
Evictions and civil cases
A Suisun City eviction is filed with the civil clerk at the Old Solano Courthouse. The court doesn't offer an eviction packet; its civil FAQ says the forms are on the statewide courts website or available individually from the clerk, and recommends legal advice before filing. Once the summons is issued, the California Courts self-help guide gives a tenant 10 court days to respond after personal service, so have it served promptly. Send us the endorsed papers, the unit number, the apartment complex name and any gate or building access notes.
For a regular civil case, the court assigns one judge for all purposes at filing. Mediation, arbitration and neutral evaluation are available through the court's alternative dispute resolution office at the Old Solano Courthouse, (707) 207-7413 or ADR@solano.courts.ca.gov. The court's ADR page describes two routes into mediation: both sides sign Local Form #3905, a stipulation and order for ADR, or a party asks at the first case management conference. Mediation doesn't replace service. The defendant still has to be served before the case can move.

Restraining orders: two buildings, two offices
People in Suisun City sometimes go to the wrong building for a protective order. The court's restraining orders page splits them like this:
- Civil harassment orders, against a neighbor, a coworker or anyone else outside the family, are filed in person or by mail at the Civil Clerk's Office, first floor, Old Solano Courthouse. The same office takes gun violence restraining orders, which can also be e-filed.
- Domestic violence orders can be e-filed or filed at the Family Law Division, second floor, Hall of Justice. Elder abuse orders go to the same office in person or by mail.
There's no filing fee for domestic violence, elder abuse or gun violence restraining orders. The Solano Legal Access Center at the Hall of Justice helps self-represented people apply for or respond to domestic violence and elder abuse orders, weekdays from 8:30 a.m. to noon.
After a judge issues temporary orders, the restrained person has to be served before the hearing. Tell us about weapons, shared children, a shared home, or anything else the server should know before the first attempt.
Family law filings from Suisun City
Divorce, legal separation, paternity, custody and support cases are filed with the Family Law Division at the Hall of Justice, (707) 207-7340. The division takes cash, checks, Visa, Mastercard and Discover. Filing fees apply to new cases, except domestic violence, elder abuse and Department of Child Support Services cases, and a party who can't afford them can ask for a waiver on forms FW-001 and FW-003.
The division's page explains a few steps that come up after service:
- Paternity. When parents aren't married, establishing paternity takes a court order, and it has to happen before custody, visitation or support can be ordered.
- Child custody recommending counseling. The court's term for what used to be called mediation. Scheduling is at (707) 207-7347.
- Old judgments. A copy of a divorce judgment can be requested by mail with the case number, or both parties' names and the approximate year, plus a check or money order payable to the Solano Superior Court in the amount the page lists.
Each new petition still has to be served on the other parent or spouse. Send the filed petition, the summons and the blank response forms with your request.
Suisun City addresses and the 94585 ZIP Code area
The city is a small part of its ZIP Code area. The Census Bureau's 2020 relationship file measures 94585 at about 106 square miles of land, and Suisun City covers about 3.9 of them. Fairfield takes a few hundredths of a square mile. More than 100 square miles is unincorporated land, all of it in Solano County. Going the other way, a tiny piece of Suisun City falls in 94533, the ZIP Code area that holds downtown Fairfield.
For filing, that changes nothing: all of it is Solano County, and all of it files in Fairfield. For service, a "Suisun City, CA 94585" address outside the city may be a long way from Main Street, on a rural road with no house numbers in sight. Give us directions, gate details and a phone number for a caretaker if there is one. ZIP Code areas are Census approximations of postal ZIP Codes.
Travis Air Force Base is about 4.4 miles from central Suisun City. Base access is controlled; give us an off-base address. Our Travis Air Force Base page has more on serving people connected to the base.
Serving the City of Suisun City
A lawsuit against the city, or a records subpoena for one of its departments, is delivered to City Hall. CCP § 416.50 directs service on a public entity to its clerk, secretary, president, presiding officer or other head of its governing body. The city's website lists City Hall at 701 Civic Center Blvd., Suisun City, CA 94585, phone 707-421-7300.
In September 2026 the city announced that public access to all City Hall departments had reopened after a cybersecurity incident, and it had earlier posted temporary schedule changes for counter services. Call ahead to confirm the clerk's hours before a delivery, and name the office or official on the Service Request. Claims against a city have their own deadlines. This is general information, not legal advice.
