Covelo sits in Round Valley, in inland Mendocino County, a long way from either of the county's courthouses. Valpro Attorney Services serves summonses, subpoenas and every other legal document on people and businesses at Covelo and Round Valley addresses. We also file papers with the Mendocino County Superior Court.
Upload the documents on a Service Request or send them to Service@ValproAttorneyServices.com. For any Covelo job with a deadline, call 855-582-5776 first, Monday through Friday, 8:30 a.m.–5 p.m.
Remote areas are subject to different timelines
Our turnaround terms carry a note in parentheses: remote areas are subject to different timelines. Covelo is the kind of place that note was written for. It is about 125 miles straight-line from our Sacramento office, and farther than that by road.
What that means in practice:
- Tell us the deadline up front. A hearing date, a last day for service or a statute deadline changes how the first attempt is planned.
- Call before choosing Rush. We'll say what is realistic for that address before you commit.
- Give timing details. Each trip into Round Valley is a planned run, so the hours someone is home matter more than they would in town.
We make no guarantees for service. What we can do is plan attempts around what you tell us and keep you updated by email.
Getting into Round Valley: State Route 162
Caltrans describes Commercial Street, the main street through Covelo, as part of State Route 162. In December 2023 Caltrans finished a $1.5 million Clean California project on nearly a mile of it, adding a median island, speed tables, crosswalks and solar lighting, and it notes that the town is adjacent to the Round Valley Indian Reservation.
Route 162 is also the road a server uses to reach the valley, so its condition matters for timing. When we checked on October 29, 2026, Caltrans road information listed three construction zones with one-way traffic on SR 162 in Mendocino County: one running from 2.6 miles west to 0.3 miles east of Covelo, one 15.7 to 13.3 miles west of town, and one at the Eel River Bridge, 7.9 to 8.4 miles east of US 101, around the clock with delays of up to 10 minutes. Work zones on this road change with the season.
Conditions change with weather and work schedules. Caltrans posts current status at roads.dot.ca.gov or 1-800-427-7623. Check it before you set a tight deadline.
Where Covelo cases are heard
The Superior Court of California, County of Mendocino, has two locations: the main courthouse at 100 North State Street in Ukiah and the Ten Mile Branch at 700 South Franklin Street in Fort Bragg. Straight-line from Covelo's Census center point, Fort Bragg is the nearer of the two, at about 38.8 miles, and Ukiah is about 45 miles.
Distance doesn't decide where a Covelo case is heard. The court's Local Rule 1.6, in the rules effective July 1, 2026, assigns new civil, probate and family cases by the physical address of the party who files first. The Ten Mile judge takes only limited civil, domestic violence and civil harassment cases from Fort Bragg, the Town of Mendocino, Comptche, Westport, Elk, Caspar, Point Arena, Gualala and other coastal communities. Covelo is inland and isn't on that list. So a Covelo plaintiff's civil, probate or family case is assigned to judges in Ukiah.
Two points from the same rule apply to Covelo defendants too:
- Out-of-county plaintiffs. If the person filing lives outside Mendocino County, the case is assigned by the respondent or defendant's address. A Covelo defendant sued by a Sacramento plaintiff points the case to Ukiah.
- The address has to be in the filing. A new case filed without the filer's physical address is rejected and returned for correction. For an e-filed case, the defendant's address goes on the Party's Information tab, in the pleading, or in a comment to the court.
Both counters keep short hours. Ukiah's clerk counter and phones run 8:30 a.m. to 3:30 p.m., and the Ten Mile Branch closes for lunch, open 8:30 a.m. to noon and 1:00 to 3:30 p.m. The Ukiah location page lists separate lines for civil, (707) 468-2003, family law, (707) 468-2001, and probate, (707) 468-2005.
Attorneys filing a Covelo case generally have to e-file it. The local rules require represented parties to file electronically in civil limited, unlawful detainer and civil unlimited actions, family law, probate and most other case types, and only through an approved electronic filing service provider. The court may add a technology fee of up to $2.00 per transaction. Self-represented parties are exempt but may e-file, and a party who must e-file can ask to be excused on form EFS-007.
For the full filing picture, including paper-only documents, see Mendocino County court filing.
The Round Valley Indian Reservation and the Tribes
The Round Valley Indian Tribes describe themselves on their website as "A Sovereign Nation of Confederated Tribes." Their history page names the confederated tribes of the Round Valley Indian Reservation as Yuki, Pit River, Pomo, Nomlacki, Concow and Wailacki. The Tribes' administration office is at 77826 Covelo Road, Covelo, CA 95428, phone 707-983-6126. Tribal Police, at the same address, lists a 24-hour operations unit.
The Tribes also post documents from their own tribal court on their government pages, including civil case filings with tribal case numbers. Their site lists several tribal organizations and businesses with their own job boards, among them Hidden Oaks Casino, the Round Valley Indian Health Center and the Round Valley Indian Housing Authority. A dispute with one of those entities is one of the situations to raise with counsel first.
We don't decide questions of tribal jurisdiction, and this page doesn't either. If the person you need served lives or works on the reservation, or if the party is the Tribes or a tribal business, raise it with your attorney before you send the papers. Put whatever guidance you receive in the Letter of Instruction, and we'll follow it.
Papers to serve in Covelo?
A large ZIP Code around a small town
Covelo's mailing ZIP Code, 95428, covers much more than the town. In the Census Bureau's 2020 ZIP Code area file, 95428 has about 267.6 square miles of land. The Covelo Census Designated Place covers about 7.1 square miles of it, and no other Census place shares the ZIP Code.
So much of the 95428 area lies outside the community the Census calls Covelo, and a mailing address alone may not get a server to the door. Help the attempt land:
- The physical location. Road name and number, the nearest cross road or landmark, or a map pin.
- What the property looks like. House, trailer, ranch gate, long driveway, outbuildings, and the vehicle usually parked there.
- Access. Locked gates, dogs, a shared road, a neighbor who can point the way.
- Hours. When the person is home, and whether they work out of the valley, in Willits or Ukiah for example.
- A second address. A workplace or a relative's home elsewhere in the county gives another option.
Sheriff service out of Ukiah
The Mendocino County Sheriff's Civil Division serves civil process countywide from 951 Low Gap Road, Ukiah, about 44 miles straight-line from Covelo. Its business hours are Monday through Thursday, 8:00 a.m. to 4:30 p.m., and it's closed Fridays.
Its civil page sets out how deputies work. In normal cases they make at least three attempts on different days, one in the morning, one at midday and one late in the afternoon, and they serve between 7 a.m. and 9 p.m. as the law allows. If a deputy can't serve, the office mails an "Affidavit of Attempts" showing what was tried. The page itself says that when a subject is evading or is only around at unusual hours, a private or registered process server or private investigator may help.
The Civil Division won't give legal advice and can't recommend attorneys or attorney services. A writ-based request needs form SER-001A attached to the SER-001, and a copy of a court-ordered fee waiver is accepted in place of fees.
Two costs are worth knowing. Since January 1, 2026, the Sheriff charges $1.25 a page to print documents that were submitted electronically, which a hard copy avoids. Fees otherwise follow its January 1, 2024 schedule. A private server returns a signed proof of service instead. See our proof of service guide for the forms.
Court help without the drive to Ukiah
For self-represented parties in Round Valley, the court offers a few ways to avoid an extra trip:
- Self Help Center. Walk-in help in Ukiah, Room 304, Monday through Thursday, 9:00–11:30 a.m. and 1:00–4:00 p.m. Drop-in help from the Ten Mile courthouse by Zoom on Mondays, 9:00–11:30 a.m.
- Guide & File. Online forms for restraining orders, divorce, custody, support, name changes, small claims and more, which can be e-filed or printed.
- Mobility-based remote appearance. A party or witness with a mobility issue may appear remotely by notifying Court Administration at (707) 468-2056 no later than noon two business days before the hearing.
- Small claims night court. Available on request at 5:30 p.m. on the first Wednesday of the month in Ukiah. The Perkins Street entrance is used after 4:30 p.m. and locks at 5:30 p.m.
The small claims limit, per the court, is $12,500 under CCP § 116.221. The hearing date is set at filing, and the court says serving the defendant with the claim and that date is the plaintiff's responsibility.
When a Covelo case drags on without service
Slow service has consequences in Mendocino County. Local Rule 1.18 lets the court set an order to show cause about dismissal when the filing party hasn't provided proof of service and the case hasn't gone to trial or settled within two years. Local Rule 1.19 goes further: if no proof of service of summons is filed within three years of the case being filed, the court dismisses it on its own motion.
If a Covelo defendant has been hard to find, file each proof of service as soon as you have it, and talk to us early about skip tracing if the address goes stale. Our post on how to find a defendant in California covers the first steps.
For eviction cases, the answer period under the California Courts self-help guidance is 10 court days after personal service. After substituted service or posting, it's 10 calendar days plus 10 court days after the mailing. This is general information, not legal advice.
