Hidden Valley Lake had 6,235 residents in the 2020 Census, second in Lake County only to the city of Clearlake among Census places, and it isn't a city. The Census Bureau counts it as a census designated place, and the Hidden Valley Lake Association runs the gates, security and amenities. The Census Bureau's road data shows State Route 29 within about 4 kilometers of the community's center point, and Hidden Valley Road among the streets around it.
Two facts shape every Hidden Valley Lake job. The first is the gate. The second is that the court that hears most of its cases, in Lakeport, is about 26 miles away, while the Clearlake Branch is about 10. Of the Lake County places we serve, Hidden Valley Lake is the closest to our Sacramento office, about 58 miles away in a straight line.
Three ZIP Codes, one community
The Census Bureau's 2020 ZCTA to place relationship file splits Hidden Valley Lake's roughly 9.8 square miles of land across three ZIP Code areas:
| ZIP Code area | Part of Hidden Valley Lake | Share of the community's land | Who else is in it |
|---|---|---|---|
| 95467 | about 6.4 square miles | about 65% | Mostly Hidden Valley Lake, about 87% of the ZIP Code's land |
| 95461 | about 2.2 square miles | about 23% | Middletown CDP and about 119 square miles of open land |
| 95457 | about 1.2 square miles | about 12% | Lower Lake CDP and about 144 square miles of open land |
So a Hidden Valley Lake resident's mail can carry a Middletown or Lower Lake ZIP Code, and an address in 95461 or 95457 may or may not be inside the community. Before sending papers, check the street name against the community. If it's inside the gates, say so. If it's on a county road outside them, say that instead, because the two jobs are planned differently.
Getting past the gate
The Hidden Valley Lake Association's Security and Gate Access page describes how visitors get in. Members register guests through an automated telephone system or a web-based gate access system, both using the member's PIN. The page refers to crowded visitor lanes at the gates, and it says members in good standing can be eligible for bar code access under the association's Community Access Policy, amended in July 2019. The association also lists a Security Services Office.
California law addresses process serving at gated communities directly. CCP § 415.21 says that any person must be granted access to a gated community, for a reasonable period of time and only to serve process or a subpoena, if they show a current driver's license or other identification and one of the following:
- a badge or other confirmation that they're acting for a county sheriff or marshal, or as an investigator for the Attorney General, a county counsel, a city attorney, a district attorney or a public defender
- evidence of current registration as a process server under the Business and Professions Code, or of licensure as a private investigator
The same section also covers a staffed covered multifamily dwelling, which it defines as an apartment building with three or more units or a condominium with four or more units, not counting places of public accommodation.
The section applies only to a gated community staffed, at the time of the attempt, by a guard or other security personnel assigned to control access. It doesn't extend that access right to every adult who may otherwise serve papers. Which route a particular attempt takes depends on who is serving and how the gate is staffed at that hour. General information, not legal advice.
What helps most is information about the person's life outside the gates:
- Work. An employer and shift give a second place to try that has no gate.
- Routine. Regular errands, a gym or a commute pattern you know about.
- Vehicles. Make, color and plate, if known.
- The exact address. Street and lot or unit number inside the community, so the attempt goes to the right door once inside.
When the association is a party
Some Hidden Valley Lake disputes involve the association itself, over assessments, rules or property. A homeowners association that is organized as a corporation is served like any other company: through its agent for service of process, or an officer the law allows. Look the association up on the Secretary of State's bizfile Online search and send us the exact entity name and agent as listed. Our serving corporations page explains who can accept papers for an entity.
An association's agent may have an address outside the community, or even outside Lake County, which can make service simpler than reaching an individual homeowner behind the gate.
Rentals and evictions inside the community
A landlord renting a home in Hidden Valley Lake files a limited eviction at the Clearlake Branch, about 10 miles away. The tenant has 10 court days to answer after personal service. Before filing, the notice to the tenant has to be served too, and the gate affects that step as well. Give us the lot or unit number, the names of every adult occupant being served and any guest access the owner can arrange as a member. The Self-Help Center in the same building as the branch helps landlords and tenants with eviction forms. General information, not legal advice.
Papers to serve in Hidden Valley Lake?
Which courthouse: 10 miles or 26
The court's Locations page divides Hidden Valley Lake's cases between two buildings:
| Case | Where it's filed | Straight-line distance |
|---|---|---|
| Small claims | Clearlake Branch, 7000-A South Center Drive, Clearlake | about 9.8 miles |
| Limited civil unlawful detainer | Clearlake Branch | about 9.8 miles |
| Family law, domestic violence | Lakeport Courthouse, 675 Lakeport Blvd., Lakeport | about 25.6 miles |
| Probate and guardianship | Lakeport Courthouse | about 25.6 miles |
| Other civil cases, over or under $35,000 | Lakeport Courthouse | about 25.6 miles |
Both locations list counter and phone hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. Lakeport is the farther drive, and it's where a Hidden Valley Lake family case lands. E-filing cuts the trip. Lake Local Rule 20.2 allows electronic filing in civil, probate and family law cases, though it isn't required. Our Lake County court filing service can take papers to either building and pair the filing with service.
Emergency family orders need a notice declaration
Lake County is strict about emergency family requests. Local Rule 5.9 covers any Request for Order that asks for temporary emergency orders under the Family Code. It requires:
- the Request for Order with every form needed for the relief asked, fully completed, and the Temporary Emergency Court Orders form
- compliance with California Rules of Court 5.151 to 5.170
- a separate declaration regarding notice, showing either that the other party was given proper notice of the request or a factual showing of good cause to waive notice
The court won't review the request without that declaration. If it's missing, the request is denied without prejudice and set for a noticed hearing. The court's local form LK-150, Declaration Regarding Notice of Ex Parte Request for Temporary Emergency Court Order, can be used. The rule doesn't apply to domestic violence restraining orders under the Domestic Violence Prevention Act, which follow their own procedure.
For the other parent, that often means two steps close together: notice of the request, then service of whatever the court orders and the hearing papers. If the other parent lives inside the gates, the workplace information above matters even more. General information, not legal advice.
Family papers that must go on paper
E-filing is optional in Lake County family cases, but some family papers can't be e-filed at all. Local Rule 20.8 lists, among others:
- a Family Law Request for Entry of Default
- a Family Law Notice of Entry of Judgment
- the Child Support Case Registry Form
- child custody evaluation reports
- exhibits to be lodged for a hearing or trial
Those go to the clerk on paper. A default in a divorce case also depends on proof that the respondent was served with the petition and summons, so the proof of service has to be filed and correct before the request for default goes in. Our proof of service guide explains what that proof contains.
Free help at the Clearlake Self-Help Center
The court's Self-Help Center is in the Clearlake Branch building, about 10 miles from Hidden Valley Lake. Its listing on the court's Locations page names free help with:
- divorce, legal separation and annulment
- establishing paternity
- changing child custody, visitation and support orders
- restraining orders
- guardianships of the person
- evictions, for landlords and tenants
- name changes and small claims
- Department of Child Support Services cases
- uncontested step-parent adoptions
Its phone is (707) 994-4612. The Sheriff's Civil Division page also points people with legal questions to the Family Law Facilitator and Self-Help Center at that location.
Across the county line
Hidden Valley Lake is near Lake County's southern edge. By straight-line distance, Middletown is about 5.1 miles away and Pope Valley, in Napa County, about 14.5. A Hidden Valley Lake resident who works or spends time across the line can be served in Napa County on the same request; the case stays in the court where it was filed.
The Lake County Sheriff's Civil Division is the other option for an address inside the county. Its page says it doesn't provide rush service, doesn't answer status questions by phone and mails the proof of service once service is complete. Its instructions add that the person must have a physical address in Lake County and that the office won't search for one. If there's no current address, skip tracing can look for one first.
Starting a Hidden Valley Lake request
Upload up to 5 PDFs on the Service Request. Give each person's name as the papers show it, the full address with the lot or unit number, whether it's inside the gates, and any workplace. Add the hearing date or other deadline, and choose Rush or Standard. The updates come to you by email.
