Brea is an incorporated city in Orange County, with 47,325 residents at the 2020 Census. Its ZIP Code areas, 92821 and 92823, are entirely in Orange County by the Census Bureau's 2020 ZCTA to county file, but Los Angeles County cities like La Habra Heights and Diamond Bar are only 5 to 6 miles away. That nearness is why the county matters on a Brea request: the court, the deadlines and sometimes the defendant's county all depend on which side of the line an address falls.
Valpro Attorney Services serves summonses, eviction papers, small claims, subpoenas and family law documents at Brea homes, apartments and businesses. We handle Brea requests from Sacramento, roughly 382 miles away.
Brea's justice centers by case type
The Orange County court doesn't use a ZIP Code list. Its Court Designation List, effective June 30, 2025, under Local Rule 365, gives one row per city. Brea's row sends cases to four buildings in four different cities:
- Santa Ana, about 12 miles south. The Central Justice Center on Civic Center Drive West takes Brea's limited and unlimited civil suits, its landlord-tenant cases, civil harassment petitions and small claims. Every small claims filing in the county is processed there. Complex litigation goes next door to the Civil Complex Center on West Santa Ana Boulevard.
- Orange, about 10 miles south. The Lamoreaux Justice Center on The City Drive South hears Brea divorces, custody and support, domestic violence and juvenile matters.
- Costa Mesa, about 16 miles south. The Costa Mesa Justice Complex on Harbor Boulevard takes probate, mental health and elder or dependent adult abuse protective orders.
- Fullerton, under 5 miles west. The North Justice Center on North Berkeley Avenue takes Brea's criminal and traffic cases.
Distances are straight lines from Brea's Census center point. A footnote on the list says civil and probate actions must be e-filed.
Fullerton handles Brea's criminal and traffic cases
The North Justice Center is the closest courthouse to Brea, and its court page lists Brea among the eight cities it serves. According to that page, the building hears traffic, minor offense and criminal cases, "as well as some civil proceedings." The hours table, though, lists civil clerk service at the Central Justice Center only, and civil mail goes to Santa Ana. So a Brea complaint isn't filed in Fullerton, even if a hearing in the case is set there.
The Fullerton building matters for Brea service in two ways. Witnesses in Brea criminal and traffic trials are subpoenaed there. And when a judge sets a civil hearing at North, the papers you serve will name that courtroom; check the notice before the server goes out, so the hearing address on what we deliver matches the court's. The main line is (657) 622-5600.
The county line, on paper and on the ground
Two Census files settle where Brea's ZIP Code areas are:
- ZCTA to county: all of the land in 92821 and in 92823 is in Orange County.
- ZCTA to place: about 63% of 92821's land is inside Brea city, about 36% is outside any city, and a sliver is in Fullerton. In 92823, about 43% is inside Brea and about 57% is outside any city, with a sliver in Yorba Linda.
- Brea's own land: about 74% is in 92821, about 26% in 92823, and a trace in 92835, a Fullerton ZIP Code.
The unincorporated land in both ZIP Code areas is governed by the County of Orange, not the city. A ZIP Code area is the Census Bureau's approximation of a postal ZIP Code, so the street address and the parcel number control.
What crosses the line is people. A Brea employee may live in Los Angeles or San Bernardino County, and a Los Angeles County case can name a defendant who works in Brea. Under CCP § 395, the county where a defendant lives is generally a proper place for a lawsuit, so a Brea defendant's case may be filed in Santa Ana while a co-defendant's home county is Los Angeles. Service itself isn't limited by county: a California summons can be served anywhere in the state. This is general information, not legal advice.
Small claims with a defendant across the line
A Brea small claims case lives in Santa Ana from filing to hearing, and an individual can claim up to $12,500. Per the state's self-help guidance, the defendant must have the papers 15 days ahead of the hearing when they're in the filing county, and 20 days ahead when they're outside it. A Brea plaintiff suing someone in Rowland Heights, Diamond Bar or Chino Hills is suing someone in another county, so plan for 20 days plus time for more than one attempt.
Plaintiffs may not deliver their own claim. Suing a company or an agency? Judicial Council form SC-104C identifies the right person to receive it, and delivery has to take place in California. Upload the filed claim with its hearing date; the server signs the SC-104 proof.
Brea evictions in Santa Ana
Renters occupy about 40% of Brea's homes: 6,759 of 16,787 occupied units in the 2020–2024 American Community Survey. Brea unlawful detainers, like all landlord-tenant cases in the county, are heard in Santa Ana.
For a Brea eviction, send the filed summons and complaint, the notice that started the case, each adult occupant's name, and the building, unit and gate details. The answer deadline depends on the method. A tenant handed the papers in person has 10 court days to answer, according to the state self-help page; when the papers were left with someone else or posted, the clock adds 10 calendar days from the mailing before the 10 court days start. Posting needs a court order under CCP § 415.45. The proof we return records the method and the date, which is what your office needs to calculate a default date.
Papers to serve in Brea?
Filing in Santa Ana
Santa Ana's civil and small claims windows open at 8:00 and close at 4:00, Monday through Friday; the shared civil and small claims number is (657) 622-6878. The court's page calls the building a full security facility, where every visitor passes weapons screening and every bag is x-rayed.
Lawyers file electronically. Local Rules 352 and 601.01 make e-filing and electronic service the norm for anyone with counsel in a civil or probate matter, unless the court grants an exception. People without a lawyer can still use the counter, and a fee-waiver filer who chooses e-filing owes no e-filing charges. Our Orange County court filing page covers filings we can carry with a service.
Family law and probate
Brea divorce, custody, support and domestic violence cases go to the Lamoreaux Justice Center in Orange, about 9.8 miles away, which handles every Orange County family law and juvenile case. Its family law clerks work weekdays from 8 to 4, and the building bars cameras and recording devices.
Estates, conservatorships, mental health matters and elder abuse orders from Brea go to Costa Mesa, the farthest of the four buildings at about 16.2 miles; the probate line there is (657) 622-8452. When an estate needs notice to family members on both sides of the county line, send every name and address so we can plan the attempts together.
Restraining orders across three buildings
Brea protective orders split by type. A civil harassment petition against a neighbor or coworker is heard in Santa Ana. A domestic violence request goes to Lamoreaux in Orange. An elder or dependent adult abuse petition goes to Costa Mesa. In each case the restrained person has to be handed the filed request, the temporary order if one was granted, and the notice of hearing, and the server signs a proof of personal service for the court.
Send a recent photo, the person's car, where they work, and the hearing date. If the restrained person lives or works across the line in Los Angeles County, give us that address too; service of a California order isn't limited to the county that issued it.
Brea witnesses and records subpoenas
A civil subpoena for a Brea witness is served by delivering a copy to the witness personally (CCP § 1987), with enough time for the witness to prepare and travel. For a deposition subpoena for business records at a Brea office, the subpoena goes to the custodian of records. Tell us who the custodian is if you know, the office hours, and whether the business has asked for the subpoena to be delivered to a specific department.
Serving the City of Brea and Brea businesses
If Brea's city government is the defendant, CCP § 416.50 directs delivery to the city clerk or to the head of the governing body. The city's website lists the Brea Civic Center at 1 Civic Center Circle. A suit for money against a public entity generally follows a written government claim (Government Code § 945.4).
For a Brea store or office owned by a corporation or LLC, look up the entity's exact name and agent for service of process on bizfile Online. A national chain's agent is often a commercial agent such as CSC or CT Corporation, and the papers go to the agent's address, which may be in another county. Our serving corporations page covers the rules.
Attempts and the 2027 change
When a Brea defendant isn't home, substituted service means leaving the papers with an adult at the home or the person in charge at work, then mailing a copy. Starting in 2027, AB 747 spells out what counts as reasonable diligence before that step: good-faith tries on three separate days, each at a different time of day (CCP § 415.20(b)(2)). Tell us the person's work hours and any second address, since a defendant who commutes into Los Angeles County may be easier to reach at one end of the day. Our AB 747 guide explains the change, and our post on how to find a defendant covers what to do when the address is old. We make no guarantees for service.
