Bell is a small city southeast of downtown Los Angeles, and its court map is more complicated than its size suggests. Two ZIP Codes serve the city, and they don't agree on where an eviction or a small claim is filed. None of Bell's cases are heard in Bell itself.
We serve summonses, eviction papers, family law petitions, small claims and subpoenas at Bell homes, apartments and businesses, and we can file the case before serving it. Send the papers with a Service Request or by email to Service@ValproAttorneyServices.com.
Bell cases by courthouse and ZIP Code
We ran the Los Angeles Superior Court's filing court locator for ZIP Codes 90201 and 90040 on October 29, 2026. Both return a community named Bell, and the two rows match on six of eight case types:
| Bell case type | 90201 | 90040 |
|---|---|---|
| Unlimited civil | Norwalk | Norwalk |
| Limited civil collection | Norwalk | Norwalk |
| Family law | Whittier | Whittier |
| Restraining orders | Whittier | Whittier |
| Probate | Stanley Mosk | Stanley Mosk |
| Limited civil, not collection | Stanley Mosk | Stanley Mosk |
| Limited unlawful detainer | Norwalk | Stanley Mosk |
| Small claims | Bellflower | Stanley Mosk |
The four buildings are the Norwalk Courthouse at 12720 Norwalk Blvd., the Whittier Courthouse at 7339 South Painter Avenue, the Bellflower Courthouse at 10025 East Flower Street and the Stanley Mosk Courthouse at 111 North Hill Street. From Bell's Census center point, Stanley Mosk is 6.4 miles away in a straight line, Bellflower 7.5, Norwalk 7.6 and Whittier 8.4.
The closest courthouse isn't the one most Bell cases use. Downtown is nearest, yet Bell's larger civil suits, collections and family cases are all filed farther out, in the Southeast District.
Which ZIP Code a Bell address really uses
Most of Bell lies in 90201. The Census Bureau's 2020 relationship file splits that ZIP Code's land among three cities:
- Bell Gardens: about 41%
- Bell: about 39%
- Cudahy: about 19%
- Tiny pieces of Downey, Huntington Park and Vernon, each under 1%
ZIP Code 90040 is mostly another city. About 97% of its land is in the City of Commerce, and only about 2.5% is in Bell. The court's locator treats that sliver separately: Bell and Vernon rows in 90040 send evictions and small claims downtown, while the Commerce row sends nearly everything downtown, including unlimited civil and family law.
What this means in practice:
- Confirm the property's ZIP Code from the lease, deed or tax bill, not from a tenant's mailing address.
- Run the locator with that ZIP Code and the community name the Postal Service uses.
- Check the summons for the courthouse before we serve. A summons that names the wrong courthouse invites a challenge you don't need.
Local Rule 2.3 spells out the method behind the locator for small claims, limited collection and limited eviction cases: find the city or community that sets venue, then the ZIP Code the Postal Service assigns to that spot, then the courthouse in the rule's tables.
Evictions from Bell rentals
For a rental in 90201, the eviction is filed in Norwalk. The court's directory puts the Civil Clerk's Office on the 1st floor, Room 101, and gives limited unlawful detainer its own phone line, (562) 345-0897. Several Norwalk departments list unlawful detainer among their assignments. Parking is for a fee in the City of Norwalk structure off Civic Center Drive, entered from Avenida Manuel Salinas.
For a Bell rental in 90040, the case goes downtown instead. Stanley Mosk's directory lists a Civil Unlawful Detainer Filing Window on the 1st floor, Room 102, open 8:30 a.m. to 4:30 p.m. on weekdays. Parking there is in paid lots around the building, with limited metered spaces on Grand Avenue and Hill Street.
Service starts the tenant's response clock. The California Courts self-help page gives the tenant 10 court days to answer after personal service, leaving out Saturdays, Sundays and court holidays. When the papers are left with someone else at the home and a copy is mailed, the deadline is 10 calendar days plus 10 court days, counted from the mailing date. A tenant served through Safe at Home gets 15 court days. We record the date and time of each attempt, so your attorney can start the count from the proof.
Family law in Whittier
A Bell divorce, custody case or domestic violence restraining order is filed in Whittier, 8.4 miles east. The directory lists Family Law as the building's only division. The details worth knowing before a filing trip:
- Family Law Clerk's Office: 1st floor, Room 100, open 8:00 a.m. to 4:30 p.m.
- Family Court Services, mediation and evaluation: 1st floor, Room 101. The directory notes that custody mediation appointments are given when a Request for Order about custody or visitation is filed.
- Self-Help Resource Center and Family Law Facilitator: 3rd floor, Room 300.
- Children's Waiting Room: 1st floor, Room 122, for children from 2½ to 13.
Public parking is for a fee in the structure across the street. A Request for Order that sets a mediation date usually needs to be served well before that date, so send it to us as soon as it's filed. Restraining order papers are handed to the restrained person, not left at the door, and a recent photo helps.
Papers to serve in Bell?
Larger suits and collections in Norwalk
Unlimited civil cases and limited collection cases from both Bell ZIP Codes go to the Norwalk Courthouse. The directory gives general civil and limited civil collections separate phone lines, (562) 345-0899 and (562) 345-0898, though both use the Room 101 counter. Its judicial officer list shows eight civil departments, split among general civil, limited civil and unlawful detainer work, so the department on your notice tells you which calendar the case is on.
Local Rule 2.2 puts Norwalk in the Southeast District with Bellflower, Downey and Whittier. For an unlimited case that isn't a personal injury action, Local Rule 2.3 allows filing either in the Central District or in the district the rule describes for that case type. A contract claim, for example, can be filed where performance was required or where the defendant lives. Injury cases are different: an unlimited personal injury action must be filed in the district where the incident arose, so a crash on a Bell street belongs in the district covering Bell.
Every new civil case also needs form LACIV 109, the Civil Case Cover Sheet Addendum and Statement of Location. Local Rule 2.3 says a copy of it must be served with the summons and complaint. Include it in the PDFs you send.
Small claims in Bellflower or downtown
For a 90201 defendant, small claims are heard at the Bellflower Courthouse. Its directory lists only two divisions, Criminal and Small Claims, and places the Small Claims Clerk's Office on the 2nd floor, (562) 345-3396. Parking is in the structure behind the library off Civic Center Drive and on surrounding streets.
For a Bell row in 90040, the locator sends small claims to Stanley Mosk, where the Small Claims Clerk's Office is on the 1st floor, Room 113, and handles small claims appeals too.
Either way, the service deadline counts back from the trial date. Form SC-104B requires personal service at least 15 days before trial, or 20 if the defendant is outside the county. Substituted service needs 25 days, or 30 outside the county, starting from the mailing. The plaintiff can't serve the claim personally.
The same form covers what happens after delivery. The original proof of service has to be filed at least 5 days before trial. If some defendants were served and others weren't, the plaintiff may need form SC-150, Request to Postpone Trial, filed at least 10 days before the trial date, with a copy to every other party, and the court may move the trial 15 days or more. A defendant who files their own claim back, on form SC-120, generally has to serve it at least 5 days before trial. When a Bell small claims case has two or three defendants at different addresses, send them all on one request so the deadlines line up.
Probate and other limited cases downtown
A Bell estate, guardianship or conservatorship goes to Stanley Mosk under Local Rule 2.3, which keeps probate matters in the Central District for addresses outside the North District. Limited civil cases that aren't collections go there too. The directory lists Probate Operations on the 4th floor, Room 429, at (213) 830-0800, and notes that attorneys have to file electronically to clear probate notes because there are no clearing attorney office hours. Our document retrieval service can pull conformed copies from the records counter when a case needs them.
When the City of Bell is the defendant
A claim against the city itself has a step that comes before any filing. Judicial Council form SC-104C tells small claims plaintiffs to file a claim with the public entity first and to ask the entity for its claim procedure. If the claim is denied and the case goes forward, the papers are served on the city clerk, a chief officer or director, or an agent authorized to accept service. The proof of service should give the city's exact legal name and the name and title of the person who accepted the papers.
The same rule applies to other public agencies with offices in or near Bell, such as a school district or a county department. Each one has its own claim procedure and its own designated person for service, so ask before you file.
Serving people and businesses in Bell
Small lots with more than one home on them make the exact unit important. Tell us:
- The unit or rear-house designation, if more than one home shares a lot
- The names of every adult you believe lives there
- Work hours and a work address, if the person is gone during the day
- A photo or description, since a relative may not confirm who someone is
A business is normally served through its agent for service of process. Look up the exact entity name and agent on bizfile Online. If the agent is a professional registered agent company, the papers go to its office, which may be in another county. See serving corporations, plus our guides to CSC Lawyers Incorporating Service and CT Corporation.
When someone has moved, skip tracing looks for a current address before the next attempt. Our post on how to find a defendant in California explains what that search covers.
Filing and service together
We can file at Norwalk, Whittier, Bellflower or Stanley Mosk, or e-file, and start service once the summons issues. The Los Angeles County court filing page lists what to send. Status updates come by email. We make no guarantees for service.
Cities next to Bell share much of its routing, with their own ZIP Code quirks: Bell Gardens, Cudahy, Maywood, Huntington Park and Commerce. For the rest of the county, see our Los Angeles County page.
