Cudahy is one of the smallest cities in Los Angeles County by land. The Census Bureau's 2020 files put its land area at about 1.18 square miles, and the 2020 Census counted 22,811 people living on it. That works out to roughly 19,400 residents per square mile. The Vintage 2025 estimate is 21,445.
A city that compact still sends its court cases a long way. Cudahy has no courthouse, and Los Angeles Superior Court assigns its cases to buildings in Norwalk, Bellflower, Whittier and downtown Los Angeles, depending on the type. For a process server in Cudahy, CA, the first job is matching the papers to the right building. The second is getting a dense city's addresses exactly right.
One ZIP Code shared by three cities
Almost all of Cudahy, about 97.5% of its land, is in ZIP Code tabulation area 90201. Cudahy is the smallest of three cities in that ZIP Code. By the Census Bureau's 2020 ZCTA to place file, Bell Gardens holds about 41% of the 90201 land area, Bell about 39% and Cudahy about 19%, with slivers in Downey, Huntington Park and Vernon.
Two other ZIP Codes touch Cudahy's edges, each covering only a few acres of the city: 90255, the Huntington Park and Walnut Park ZIP Code, and 90280, South Gate's. We checked all three in the court's Filing Court Locator. Every community it lists for them, including Cudahy, Bell, Bell Gardens, Huntington Park, Walnut Park, South Gate and Hollydale, routes to the same courthouses for every case type. A mailing address that says Bell or South Gate won't change where a Cudahy case is filed.
The four buildings, and what each one takes
Here's how the locator routes ZIP Code 90201, building by building, with straight-line distances from Cudahy's Census center point:
- Norwalk Courthouse, 12720 Norwalk Blvd., about 7.2 miles. Unlimited civil, limited unlawful detainer and limited civil collections.
- Bellflower Courthouse, 10025 East Flower Street, about 6.7 miles. Small claims.
- Whittier Courthouse, 7339 South Painter Avenue, about 8.6 miles. Family law and restraining orders.
- Stanley Mosk Courthouse, 111 North Hill Street, Los Angeles, about 7.2 miles. Probate and limited civil cases other than collections.
All three suburban buildings are in the court's Southeast District, as listed in local rule 2.2. The courthouse directory gives all four the same schedule: building open from 8 a.m. and clerk's office from 8:30 a.m., both closing at 4:30 p.m., Monday through Friday except court holidays.
Norwalk: evictions and larger lawsuits
Norwalk is the building a Cudahy landlord or business is most likely to use. Its civil clerk's office is on the first floor, Room 101, and the directory splits the phone lines by case type: (562) 345-0899 for general civil, (562) 345-0898 for limited civil collections, and (562) 345-0897 for limited unlawful detainers. The building also houses CARE Court and mental health conservatorship matters.
Under LA's local rule 2.3(a)(2), limited evictions and collection cases are mandatory filings at the courthouse that serves the property's or the defendant's community and ZIP Code, so a Cudahy UD can't be filed elsewhere for convenience. After the tenant is personally served, the answer is due in 10 court days. Substituted service adds 10 calendar days before that count begins. General information, not legal advice.
Bellflower: small claims only
For small claims, Cudahy filers go to Bellflower. The court's directory lists just two divisions there, criminal and small claims, with the small claims clerk's office on the 2nd floor at (562) 345-3396. Parking is in the structure behind the library off Civic Center Drive or on nearby streets.
The service deadline is measured backward from the hearing date. A defendant in Los Angeles County must be served at least 15 days ahead, and one in another county at least 20 days ahead. If you file late in the month and the defendant works irregular hours, ask for a hearing date that leaves room for a second or third attempt.
Whittier: family law in its own building
Whittier is listed in the court's directory as a family law courthouse, nothing else. The family law clerk's office is on the first floor, Room 100, phone (213) 633-6363, from 8 a.m. to 4:30 p.m. The Self-Help Resource Center and the family law facilitator share Room 300 on the third floor.
One directory note is worth knowing in a custody case. Family Court Services says mediation appointments are given at the time a Request for Order, or a modification request, about custody and visitation is filed. That means the hearing and the mediation date are set together, and the other parent then has to be served with the papers in time for both. A delayed service can push the whole schedule.
The locator also lists Whittier for restraining orders from 90201. The restrained person has to be personally handed the temporary order and the notice of hearing, and the server signs a proof of personal service, such as form DV-200 in a domestic violence case. Send a recent photo and the person's usual hours.
Papers to serve in Cudahy?
Collection suits run on a 180-day clock
Debt cases get their own timetable. Rule 3.740 of the California Rules of Court defines a collections case as a claim for a certain sum of not more than $35,000, not counting interest and attorney fees, arising from credit extended for property, services or money. For Cudahy, those limited collection cases route to Norwalk.
The same rule sets a service deadline. Within 180 days after the complaint is filed, every named defendant must be served and the proofs of service filed, or the plaintiff must obtain court permission to serve by publication. Miss it, and the court may order the plaintiff to show cause why sanctions shouldn't be imposed; filing the proofs at least 10 court days before that hearing moves it out to 360 days. If the defendants then don't respond, a default judgment is due within 360 days of filing.
For a creditor working a list of Cudahy accounts, that means old addresses get checked early, not at day 170. Send every address you have for each debtor, and a date of birth or other identifiers if your file includes them.
Civil harassment orders and the safety rule
The locator lists Whittier for Cudahy restraining orders, but the local rules leave room. Rule 2.3(a)(1)(B) allows a civil harassment petition to be filed where one or more of the parties live, or in any district necessary to keep the requesting party safe, and gun violence restraining orders follow the same standard. Family law restraining orders also follow a safety rule.
Wherever the order is filed, service is the same. The respondent is handed the petition, the temporary order if one was granted, and the notice of hearing. A civil harassment server signs form CH-200, Proof of Personal Service, and a party to the case can't be the one who serves. If the respondent lives or works in Cudahy, tell us when they're usually there.
Downtown for probate and smaller civil cases
Cudahy probate goes to Stanley Mosk. The local rules require conservatorship, guardianship, probate and trust proceedings to be filed in the Central District, with exceptions only for the North District in the Antelope Valley. Limited civil cases that aren't collections or evictions also belong downtown, under rule 2.3(a)(2)(B).
Unlimited civil and family cases work differently. Rule 2.3(a)(1)(B) treats them as optional filings, so a plaintiff may choose the Central District or the district the rule ties to the case, for example where a contract was to be performed or where the defendant lives. An unlimited case for bodily injury, wrongful death or damage to personal property is the exception: rule 2.3(a)(1)(A) says it must be filed in the district where the incident happened. Our Los Angeles County court filing service can file in any of these buildings.
Papers that travel with the summons
LA adds one local form to every new civil case. The Civil Case Cover Sheet Addendum and Statement of Location, LACIV 109, explains why the case was filed where it was, and rule 2.3(a)(1)(E) requires a copy to be served with the summons and complaint or petition. Missing it is an easy mistake to avoid. Upload it with the rest of the packet.
For attorneys, the court's civil e-filing FAQ says represented litigants must e-file in civil cases unless they get an exemption order; self-represented parties may file on paper. Either way, send the conformed copies, the ones showing the court's filing stamp and case number, for service.
Getting the address right in a dense city
At nearly 19,400 people per square mile, Cudahy has a lot of addresses in a small space, and a small error can send a server to the wrong door. Before submitting, check:
- Unit numbers and building letters, including any rear unit on the lot.
- The street name, direction and suffix, exactly as they appear on a lease, deed or recent letter.
- The person's schedule, so attempts happen when they're likely home.
- A workplace address, if the home address fails.
- A photo, for papers that must be handed to one specific person.
From January 1, 2027, three good-faith attempts at personal delivery, made on three different days and at three different times, show the reasonable diligence required before substituted service (CCP § 415.20(b)(2)). Our AB 747 guide explains the change. Our proof of service guide shows what you'll get back once the papers are served. We make no guarantees for service.
