Victorville sits in the high desert, north of the Cajon Pass and 26.9 miles in a straight line from San Bernardino. That distance shapes where its cases are heard. The courthouse in the city takes civil cases, but some of the case types people ask us about most are filed 31 miles farther north, in Barstow.

We handle every Victorville Service Request from our Sacramento office, 364 miles away in a straight line. A process server makes the attempts at the Victorville address, and the proof of service comes back to you to file. Each step is reported to you by email.

Where do Victorville cases get filed?

The Superior Court of California, County of San Bernardino, assigns case types by district, and the high desert lists are different for each type. This table is from the court's Where Can I File page, read in October 2026. Distances run in a straight line from Victorville's Census center point to each building.

The Victorville courthouse lists clerk's hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, and so does Barstow. Besides civil, the Civic Drive building takes felony and misdemeanor cases, probate, conservatorship and guardianship matters for the desert region, and juvenile delinquency filings.

Victorville also appears in the countywide area list for the San Bernardino Justice Center's civil division. For a Victorville civil case, Civic Drive is the closer courthouse on the court's list.

How some Victorville cases ended up in Barstow

The split is recent. The court's High Desert Reorganization Project page says that since 2018 it had been looking for answers to overcrowding, growing caseloads and service problems at the Victorville Courthouse. It secured space in the Barstow Courthouse from the County of San Bernardino in February 2020. The page says child support and some civil matters completed a move to Barstow in November 2020, and that family law was slated to follow, with a reopening ceremony planned for July 12, 2021. That history doesn't change where a Victorville civil case is filed today: the court's Where Can I File list still sends it to 14455 Civic Drive, and lists Barstow for Victorville small claims, limited evictions and family law.

The Barstow plan called for 3.5 family law courtrooms, a Self-Help Resource Center, Family Court Services and a children's waiting room. The Victorville building's next construction phase was planned around more courtrooms for the growing criminal caseload and a larger jury room.

For a Victorville party, that means a trip of about 31 miles in a straight line for a custody hearing or a small claims trial. When the project page was written in 2021, the court announced a Victor Valley Transit Authority bus leaving the Victorville Transportation Hub at 6:45 a.m. and reaching the Barstow Transfer Hub at City Hall, across the street from the courthouse, by 7:45 a.m. Check the transit agency's current schedule before counting on it.

The address to plan around is the one printed on the hearing notice. Send us that notice with the papers, and tell us the hearing date, so the service deadline is counted back from the right day.

Neighboring desert cities follow different lists

This catches people who file for several high desert clients at once. The Civic Drive civil division serves Apple Valley, Barstow, El Mirage, Oro Grande, Silver Lakes, Spring Valley Lake, Trona and Victorville. Hesperia and Adelanto aren't on that list. Their civil cases are listed under the San Bernardino Justice Center, about 20 miles from Hesperia and 34 miles from Adelanto in a straight line.

For small claims and limited evictions, all four cities go to Barstow. So a plaintiff suing defendants in Adelanto, Apple Valley and Hesperia may file in two or three buildings depending on the case type.

Not every nearby name is in San Bernardino County. Llano, 26.5 miles west, is across the line in Los Angeles County. Service still works across county lines anywhere in California. The difference is which court and which local rules govern the case.

Papers to serve in Victorville?

Victorville addresses and the outlying desert

Victorville covers three Census ZIP Code areas: 92392, 92394 and 92395. The courthouse is in 92392, and Victor Valley College lists its campus at 18422 Bear Valley Road, 92395. For a student or staff member there, give the department or a known class time, though a home address is usually the stronger first try.

Past the city limits, the court's high desert lists name communities such as El Mirage, Oro Grande, Lucerne Valley and Phelan. Rural addresses there can sit miles apart. Our Standard turnaround reads: "Requests are received and processed within 1–2 business days. Once the server receives the request, the first attempt will be made within 48–72 hours (remote areas are subject to different timelines)." That last clause is real for the outlying desert, so call 855-582-5776 if you need to know how it affects your address.

Details that help with a desert address:

  • Cross streets or a parcel number when a rural lot has no clear house number.
  • Gate and dog notes for fenced lots. A server can't climb a locked gate.
  • Vehicles and work hours. If the person commutes down the Cajon Pass, the hours they're home matter more than usual.
  • A second address, such as a workplace in Victorville or the valley, if home attempts fail.

If the person has moved, skip tracing finds a current address. Once you approve it, the papers go back out on the same request.

Small claims papers for a Victorville defendant

The Barstow District hears Victorville small claims, so your hearing date and your service deadlines both run to Barstow. The court's small claims page sets the timing. Personal service has to be complete at least 15 days before trial if the defendant lives in San Bernardino County, and 20 days if they live elsewhere. Proofs of service should reach the court 5 days before the hearing.

A hearing 31 miles from the defendant's home doesn't change how they're served. It changes how much margin you want. If the first attempt fails, a second one still has to land before the 15-day line. Small claims eFiling has been voluntary since May 8, 2023, so the proof of service can go to Barstow electronically instead of by mail.

Eviction papers for Victorville rentals

The dividing line is the $35,000 limit for a limited civil case (CCP § 85). A limited eviction goes to Barstow, and the court books appointments for limited landlord-tenant filings there. An unlimited one goes to the Justice Center in San Bernardino. Landlord-tenant eFiling has been voluntary since October 2, 2023, which spares a 31-mile trip for the filing. The court's resource center on the lower level of the Barstow courthouse helps landlords and tenants with forms, Monday through Thursday 8:00 a.m. to 4:00 p.m. and Friday 8:00 a.m. to 2:00 p.m. It can't give legal advice.

The court's landlord-tenant page tells tenants they have 10 days to respond after service. The service date starts that count, so we put the date, time, place and method on the proof. From January 1, 2027, the complaint must also state the date, time and location the termination notice was served (CCP § 1166(a)(5), operative January 1, 2027).

Family law papers in Victorville

A Victorville divorce, custody or support case is filed at the Barstow District, but the other spouse is served wherever they live or work. Family law eFiling has been voluntary since February 26, 2024. The court's family law page notes that at least one spouse must have lived in San Bernardino County for 3 months and in California for 6 months before filing a divorce.

Family law summons service is usually proved on form FL-115. Send the petition, the summons and every blank response form that must be served with it, so the packet is complete on the first attempt. This is general information, not legal advice.

Civil cases, businesses and attorney filings

For civil cases at Civic Drive, attorneys must e-file. The court made civil eFiling mandatory for attorneys on September 2, 2025, and self-represented parties may still choose paper. A summons in a civil case is proved on form POS-010.

Businesses in Victorville are served through their agent for service of process, which every California corporation and LLC must name with the Secretary of State (Corporations Code §§ 1502 and 17701.13). Look it up on bizfile Online and send us the agent's name and address. Our guide to serving corporations covers what to do when the agent is gone.

If one request needs both a filing and service, see our San Bernardino County court filing page. For San Bernardino itself and the rest of the county, start at the San Bernardino County page.

Victorville process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

Is the Victorville courthouse where I file a Victorville divorce?

No. The court's Where Can I File page lists Victorville among the areas the Barstow District serves for family law, at 235 East Mountain View Street, Barstow. The Victorville District list doesn't include family law. Your spouse can still be served at their Victorville address, and the proof of service, usually form FL-115, is filed in Barstow.

Where do I file a small claims case against someone in Victorville?

At the Barstow District, 235 East Mountain View Street, which hears small claims and limited landlord-tenant cases for Victorville, Adelanto, Apple Valley and Hesperia. It sits about 31 miles from Victorville's Census center point in a straight line. The court also offers small claims eFiling, voluntary since May 8, 2023.

Can a Hesperia or Adelanto civil case be filed at the Victorville courthouse?

Not according to the court's list. The Civil Division at 14455 Civic Drive serves Apple Valley, Barstow, El Mirage, Oro Grande, Silver Lakes, Spring Valley Lake, Trona and Victorville. Hesperia and Adelanto civil cases appear under the San Bernardino Justice Center, 247 West Third Street, San Bernardino.

Can papers in a Victorville case be served on someone who lives outside San Bernardino County?

Yes. A California summons can be served anywhere in the state, so a defendant in a Victorville case can be served in Los Angeles County, Kern County or Sacramento. For small claims, the court's page gives a longer deadline when the defendant lives outside the county: 20 days before trial instead of 15.

My tenant in Victorville owes more than $35,000. Where does the eviction go?

An unlimited landlord-tenant case goes to the Civil Division of the San Bernardino District at the San Bernardino Justice Center, 247 West Third Street, about 29.5 miles from Victorville in a straight line. The court books appointments for those filings. Limited cases, $35,000 or less, go to Barstow.

Can you serve someone at a Victorville address who works down the hill?

Yes. Put both addresses in the Letter of Instruction, with the hours the person leaves and gets back. For a commuter, an early morning or evening attempt at home, or a weekday attempt at the workplace, is usually the better plan than repeated midday visits to an empty house.

Can I appear by Zoom for a Victorville or Barstow hearing?

Some courtrooms allow it. The court's technology page lists Zoom audio and video in Victorville civil departments V11 and V12 and probate department V15, and in Barstow's five courtrooms, B1 through B5. CourtCall is audio only at both. The judicial officer decides, so call the department well before the hearing date and file form RA-010 when the courtroom asks for it.

Ready when you are.
