Valpro Attorney Services serves summonses, complaints, subpoenas, family law papers, small claims and eviction papers on people and businesses in Half Moon Bay and the coastside communities that share its ZIP Code. We also handle the filing end in Redwood City, so a coastside case can go from first attempt to file-stamped proof without you driving over the hill.
Half Moon Bay is about 94 miles from our Sacramento office. That distance doesn't change how a Service Request works: you upload the papers, we plan the attempts, and you follow progress online.
No coastside courthouse
The Superior Court of California, County of San Mateo, sits entirely on the bay side of the county. Half Moon Bay cases go here:
| Half Moon Bay matter | Where it's filed | Where it's heard |
|---|---|---|
| Civil, limited or unlimited | Hall of Justice, 400 County Center, Redwood City, or e-filed | Assigned civil department |
| Unlawful detainer | Same, through the Civil Division | Central Branch, 800 N Humboldt St, San Mateo |
| Small claims | Small Claims Clerk, Hall of Justice, Room A | Hall of Justice or Northern Branch, South San Francisco |
| Family law | Hall of Justice | Hall of Justice |
| Probate, guardianship, conservatorship | Hall of Justice | Hall of Justice |
From the court's location, Civil Division, small claims and judicial district pages, read October 2026.
Straight-line distances from central Half Moon Bay are about 11.7 miles to the Hall of Justice, 10 miles to the Central Branch and 13.2 miles to the Northern Branch. All three sit across the coastal ridge.
The court's judicial district page splits its jurisdiction list between the Northern Branch and the Hall of Justice. Half Moon Bay appears in the Hall of Justice group, with Atherton, Belmont, Foster City, Menlo Park, Redwood City and San Mateo. That list mostly matters for criminal and traffic cases. Civil filing is centralized in Redwood City regardless.
Redwood City by appointment
The Hall of Justice civil, family law, probate and small claims clerk works by appointment only, Monday through Friday from 8:30 a.m. to 1:00 p.m. The court's office hours page links to the scheduling tool. The Records Management counter keeps the same appointment-only hours. Criminal filings are the exception, open 8:00 a.m. to 4:00 p.m. without an appointment.
For most attorneys, appointments don't come up. Local Rule 2.1.7 makes e-filing mandatory for every party except self-represented litigants in civil, small claims and unlawful detainer cases, and attorneys must e-file in family law and probate. Two rules on the Civil Division page catch people:
- Judgments. Under Local Rule 2.1.8, civil judgments must be e-filed by attorneys. Since August 11, 2025, the court no longer accepts paper judgment packets except from self-represented parties.
- Remote ex partes. Local Rule 3.500 now allows remote appearances at ex parte hearings, subject to the exceptions in California Rules of Court, rule 3.1207.
- Probate and presiding judge ex partes. Most civil ex partes go to the assigned judge's department, but the Presiding Judge and the Probate Judge keep their own separate ex parte days and hours.
If you'd rather we handle a counter or e-filing step, our San Mateo County court filings page explains what to send.
What the Sheriff will and won't serve
People who represent themselves often assume the Sheriff serves every kind of court paper. In San Mateo County, it doesn't. The Sheriff's Civil Enforcement Bureau, 330 Bradford Street in Redwood City, publishes a list of papers it will not serve, including:
- Summons and complaint, and summons and petition
- Claim of plaintiff in small claims, and small claims cross-claims
- Dissolution (divorce and annulment) papers
- Orders to show cause
- Probate and juvenile citations and petitions
- Bank levies, wage garnishments and third-party levies
The bureau does serve restraining orders, carries out evictions and handles levies that only a sheriff may execute, such as keeper levies and seizures. For real property levies, bank and third-party levies, wage garnishments and attachments, its page says those must be served by a registered process server under the Code of Civil Procedure.
The same page sets expectations for the papers it does take. Civil detectives make a minimum of two attempts, on different days and at different times, during normal hours of service, Monday through Friday from 8:00 a.m. to 5:00 p.m. They don't run stakeouts or computer searches. When the person is hard to find or works days, the page itself suggests considering a private process server.
Anything you hand the bureau needs a signed letter of instruction. Its page says the letter is required by law and must identify the process, the name and service address of the person or judgment debtor, any property sought and the code section, signed and dated by the plaintiff or attorney. Judicial Council forms SER-001 and SER-001A are the standard way to do it. There's no fee for serving domestic violence, elder abuse and workplace violence restraining orders, or some civil harassment orders, and a fee waiver works only with a certified copy of the order showing it covers Sheriff's fees.
For the papers on that will-not-serve list, any adult who isn't a party can serve, or a process server. Our guide to who can serve papers in California sets out the rules.
Papers to serve in Half Moon Bay?
The 94019 ZIP Code and the unincorporated coast
Half Moon Bay's ZIP Code covers far more than the city. In the Census Bureau's 2020 ZIP Code to place file:
- About 10.4% of the 94019 ZIP Code's land is inside the City of Half Moon Bay.
- About 7.3% is El Granada, an unincorporated Census-designated place.
- A small sliver falls in Moss Beach, another unincorporated place.
- About 82% lies outside any city or Census-designated place.
All of 94019 is in San Mateo County, so the court never changes. Service does. A "Half Moon Bay, CA 94019" address might be a city lot near downtown, a house in El Granada, or a rural parcel well outside either. Remote areas are subject to different timelines, under both Rush and Standard requests, and some coastside parcels fit that description.
Help the server find the door:
- Copy the address exactly, including any community name on the papers.
- Describe the approach: a shared driveway, a locked gate, a long private road.
- Give a work address if the person commutes over the hill. A weekday office in San Mateo or Redwood City can be easier than a rural road.
- Send a photo of the person or the property if you have one.
Policing in Half Moon Bay
The City of Half Moon Bay has no police department of its own. Its law enforcement page says that since mid-2011, police services have been provided through a contract with the San Mateo County Sheriff's Office, covering patrol, dispatch, investigations and traffic enforcement. Unincorporated places such as El Granada are county territory.
Patrol deputies and the Civil Enforcement Bureau are separate functions. A contract for city policing doesn't change which civil papers the bureau will serve.
Evictions from Half Moon Bay rentals
A landlord files an unlawful detainer through the Civil Division in Redwood City, usually by e-filing, but the hearings happen at the Central Branch, 800 North Humboldt Street, San Mateo. The court's unlawful detainer page sets the weekly pattern:
| Event | When and where |
|---|---|
| Pretrial conferences | 8:30 a.m., at the Central Branch or by Zoom |
| Court trials | 9:00 a.m. and 2:00 p.m., Central Branch, in person |
| Ex parte applications | Tuesdays and Fridays, 1:30 p.m., Courtroom H |
The Central Branch has no clerk's office and no drop box, so nothing gets filed there. Ex parte fees can be paid at the Civil Clerk's Office in the Hall of Justice, by phone, or by check to the courtroom clerk.
A few unlawful detainer requests don't need a hearing. Under Local Rule 3.1202(f), uncontested ex parte applications that require no notice, such as a fee waiver or an application to serve by posting, may be e-filed. Posting an eviction summons is governed by Code of Civil Procedure § 415.45, and it needs that court order first.
The same page adds a filing step for briefs. Because e-filed papers can take time to reach the judge, any reply brief, unlawful detainer opposition or summary judgment motion must also be emailed to lawandmotionreplybriefs@sanmateocourt.org, or the matter may be continued.
The tenant's answer is due 10 court days after personal service. After substituted service, it's 10 calendar days plus 10 court days from the mailing.
Small claims for a coastside dispute
Small claims cases are filed with the Small Claims Clerk in Room A of the Hall of Justice, by appointment, from 8:30 a.m. to 1:00 p.m. Hearings are held either at the Hall of Justice or at the Northern Branch in South San Francisco, so read your notice. They require an in-person appearance, with Zoom available under the court's hardship protocol.
The court's small claims advisor takes appointments that open each Tuesday morning, and a remote mediation session is offered through the court. An individual can claim up to $12,500.
Once the claim is filed, it has to be served, and the plaintiff can't do it personally. As noted above, the Sheriff won't serve a small claims plaintiff's claim in this county.
Family law for Half Moon Bay residents
Divorce, custody, support and domestic violence cases are filed at the Hall of Justice. Family Court Services is reachable by phone only, at (650) 261-5080, Monday through Friday from 8:30 a.m. to 3:00 p.m., closed from noon to 1:00 p.m. The Family Law Facilitator at the Northern Branch is closed until further notice, according to the court's office hours page.
Dissolution papers are on the Sheriff's will-not-serve list, so plan on a process server or another adult. If the other spouse lives on the coast but works over the hill, give us both addresses.
From January 1, 2027, AB 747 sets out how reasonable diligence before substituted service is shown: personal delivery attempted on at least three occasions, on three different days, at three different times. See our AB 747 guide and proof of service guide.
Serving a Half Moon Bay business
Look up the business on the California Secretary of State's bizfile Online before sending papers. Corporations and LLCs must be served through an officer or their agent for service of process, and the agent may be far from the coast. Our serving corporations page explains each route, with pages for CSC and CT Corporation.
