El Sobrante has no city hall. It's an unincorporated community, a Census Designated Place in West Contra Costa County, set between Richmond, San Pablo and Pinole. That doesn't change which court hears its cases, but it does change how its addresses read, and it's one reason a "Richmond" mailing address can turn out to be an El Sobrante home or the other way around.
We serve summonses, complaints, subpoenas, eviction papers, family law papers and other legal documents on people and businesses in El Sobrante. We can also file the case first, in Richmond or Martinez depending on what it is.
Which courthouse takes an El Sobrante case
The Superior Court of California, County of Contra Costa, sends some case types to one building for the whole county and others to the courthouse for the region where the dispute started. For El Sobrante:
- Small claims and evictions go to the George D. Carroll Courthouse, 100 37th Street, Richmond. The court's Where to File table lists El Sobrante with ZIP Codes 94803 and 94820 under that courthouse. From the community's Census center point it's about 3.3 miles in a straight line.
- Limited civil cases are filed in Martinez or e-filed, and since January 5, 2026 they're heard in Department 14 in Richmond.
- Unlimited civil cases are filed and heard at the Wakefield Taylor Courthouse, 725 Court Street, Martinez, about 9.7 miles east.
- Family law, including adoptions and most domestic violence restraining orders, goes to the Spinetta Family Law Center, 751 Pine Street, Martinez.
- Probate, guardianship and conservatorship papers are filed and heard at the Wakefield Taylor Courthouse.
The Richmond courthouse page names El Sobrante among the West County communities it serves, together with Crockett, El Cerrito, Hercules, Kensington, North Richmond, Pinole, Point Richmond, Port Costa, Richmond, Rodeo, Rollingwood, San Pablo and Tilden Park North.
El Sobrante's ZIP Codes overlap Richmond
The ZIP Code most El Sobrante homes use, 94803, is mostly not El Sobrante. The Census Bureau's 2020 ZCTA to place relationship file splits its land this way:
- about 60% inside the city of Richmond
- about 23% inside the El Sobrante community
- about 1% inside San Pablo
- about 15% outside any city or community
The other ZIP Code the court lists for El Sobrante, 94820, is for post office boxes, and nobody can be handed papers at a P.O. box. If that's the only address you have, ask about skip tracing first.
For the court, the overlap doesn't matter. The Where to File table sends Richmond's ZIP Codes, 94801 through 94808 along with 94820 and others, to the same Richmond courthouse as El Sobrante. For service, it does. The same 94803 address may be written with "Richmond" or with "El Sobrante," so the city name on your papers is a weak check. A full street number, a cross street and a unit number keep the server at the right door. Where a lot sits on a private drive or behind a gate, a code you're allowed to share or a photo of the entrance saves an attempt.
Limited civil cases from El Sobrante
The court's limited civil page now opens with a notice that all limited civil cases, meaning cases worth $35,000 or less, were moved from Department 34 in Martinez to Department 14 in Richmond on January 5, 2026. That puts the hearings for an El Sobrante collection case or small contract dispute about 3 miles from the community rather than nearly 10.
The filing rules didn't move as far. Limited civil cases are still filed in Martinez, or e-filed. The Richmond courthouse accepts limited civil forms for filing only when the next hearing or deadline is at least 3 court days out, and anything more urgent goes to Room 103 at 725 Court Street. Attorneys e-file in any case under local rule 2.87, which makes e-filing mandatory for represented parties in civil, family, probate, small claims, unlawful detainer and appeals cases, and optional for self-represented parties.
The limited civil page also reminds readers that a corporation can't represent itself in a limited or unlimited civil case. If an El Sobrante business is the defendant and is incorporated, it will need a lawyer to answer.
Evictions in El Sobrante
An El Sobrante unlawful detainer is filed and heard at the Richmond courthouse, where clerks take landlord-tenant filings during in-person hours of 8:00 a.m. to 4:00 p.m., with phones answered until 3:00 p.m. Represented landlords file electronically. Winning the case doesn't let a landlord change the locks: the court's landlord and tenant page says only the Sheriff can evict someone, and lists the self-help steps a landlord may not take even when rent is months behind.
When the summons has been served, the tenant's deadline runs from the method used. The California Courts self-help guide sets it at 10 court days after personal delivery. If the papers were handed to another adult or posted, and then mailed, the tenant has 10 calendar days from the mailing plus 10 court days. Court days leave out weekends and court holidays.
Hearings in these cases can be remote, with conditions. The court's landlord and tenant page says a remote appearance has to meet CCP § 367.75 and be requested on form RA-010, and a party opposing it uses RA-015. Papers for a remote hearing still go to the clerk physically, in person, through the drop box or by overnight delivery, at least 3 court days ahead. The court won't take them electronically. The small claims page applies the same rule.
Give us every adult tenant's name, the unit or the description of a back unit or converted garage, and the property manager's contact if there is one. For a single-family rental with more than one entrance, say which door the tenants use.
Papers to serve in El Sobrante?
Small claims in Richmond, appeals in Richmond
El Sobrante small claims are filed and heard in Richmond. The court's small claims page caps claims at $12,500 for an individual or sole proprietor and $6,250 for a corporation, LLC or partnership, and charges $100 per case to anyone who files more than 12 in a 12-month period. The court's Self-Help and Small Claims Advisor answers questions by email and says to expect a reply within 2 weeks.
If a party wants to appeal, the court's Where to File page says small claims appeals are filed in the court where the matter was heard. For El Sobrante, that's Richmond. Most other appeals go to Martinez, and juvenile appeals to Walnut Creek.
The plaintiff can't serve the claim personally. A server, the sheriff or another adult who isn't a party can.
Family law and restraining orders
El Sobrante divorce, custody, support and adoption cases are filed at the Spinetta Family Law Center in Martinez. The building houses five of the county's seven family law courtrooms, and everyone entering goes through security. Its clerk windows are open 8:00 a.m. to 4:00 p.m., and the court encourages filing by drop box or mail, with fees included.
For a domestic violence restraining order, the Spinetta page says papers can be submitted in person or through the court's e-filing portal. When the request is e-filed, a copy comes back through the portal, but certified copies still have to be picked up at the courthouse. West County residents who have no existing case, no children and no marriage with the other person can use the restraining order window in Richmond instead, which takes a limited number of filings at 8:00 a.m. on Mondays and Fridays.
The person asking for the order, or filing the divorce, can't serve the other party. An adult who isn't part of the case does it.
Probate, guardianship and conservatorship
These cases are filed and heard at the Wakefield Taylor Courthouse in Martinez. The court's probate page lists a Probate Facilitator, an attorney employed by the court, who helps self-represented people seeking a limited conservatorship or a guardianship of the person only, without an estate. Contact is by email or voicemail at (925) 608-2066.
For a guardianship, the probate page describes a free online program, LawHelp Interactive, for completing the starting forms, and suggests filling in the parental diagram on form GC-51 first to organize the child's relatives. It asks people to speak with the facilitator before using the program, since some wrong answers create extra work.
Service is a real step in these cases. The probate page says that after a guardianship case is opened, certain family members must be served, and it points to form GC-54 for the details. The court also requires most people appointed as conservators, other than professional fiduciaries, to complete its Conservatorship Workshop, with sign-up through the county law library. We serve probate notices, guardianship papers and citations on relatives at El Sobrante addresses.
Juvenile matters and subpoenas
Juvenile cases are the one type that leaves both Richmond and Martinez. The Where to File page says every juvenile document, delinquency or dependency, is filed only at the Walnut Creek courthouse, and juvenile appeals are filed there too.
For a subpoena to an El Sobrante witness, send the subpoena and every attachment, the witness's address and the date by which it has to be served. When the subpoena asks a business for records, it goes to the custodian of records there. Our post on how to serve a subpoena in California covers fees and notice periods.
Court records for older El Sobrante cases
The court's non-criminal records unit is in Room 103 of the Wakefield Taylor Courthouse. Its page says the court is scanning about 12 million pieces of paper over the next year to move to paperless case files and a public web portal, and that the scanning may delay some records requests. Copies are 50 cents a page, and certified copies cost $40 plus 50 cents a page. Our document retrieval service can request them for you.
Sending an El Sobrante request
Start a Service Request and upload up to 5 PDFs. Name the person or business exactly as the papers do, and give every address you have, saying whether it's written as El Sobrante or Richmond. Choose Rush or Standard and add a Richmond or Martinez filing if you need one. Get each update by email.
For a corporation or LLC, find its agent for service of process on bizfile Online first, and see serving corporations for how that works. A company that lists CSC Lawyers Incorporating Service or CT Corporation as its agent is served there, not at its El Sobrante storefront. When service is done, the signed proof comes back to you, and our proof of service guide explains what's on it. Who can serve papers in California covers the rule that a party can't serve their own case. Call 855-582-5776 or email Service@ValproAttorneyServices.com with questions. We make no guarantees for service.
