Carmel-by-the-Sea is a small incorporated city on the Monterey Peninsula, with about 1.1 square miles of land. The 2020 Census counted 3,220 residents, and the Census Bureau's July 2025 estimate is 3,105. Valpro Attorney Services serves summonses, complaints, subpoenas, family law and probate papers, restraining orders and eviction documents in Carmel-by-the-Sea, and on its residents at their workplaces.
Carmel requests are handled from our Sacramento office, about 144 miles to the north. What makes the city different for a process server isn't distance. It's addresses.
From cross-streets to house numbers
Until 2026, the City's Municipal Code, section 15.55.100(16), described a parcel by its position relative to the nearest cross-street intersection rather than by a standard street number. The City's new display guidelines apply to every parcel the County of Monterey hadn't already numbered. That's changing.
The City's own record of the switch, from its Street Addresses page and the staff reports posted there:
- December 2, 2025: first reading of Ordinance 2025-006.
- January 13, 2026: second reading and adoption. The ordinance replaces the cross-street description with the address identification rules of the California Building Standards Code.
- Effective date: the staff report says the ordinance takes effect 30 days after adoption or when the Council confirms by resolution that an address system is in place, whichever is later.
- Now: the Street Addresses page says the new addresses are live. Property owners receive a notice with the City seal, or a postcard, giving their assignment, and the City's Addressing Map shows each one.
The City's display guidelines, updated August 2026, require numbers at least 4 inches high, visible from the street. Where a building can't be seen from the street, the number goes on a monument, post or sign at the frontage. Each building on a multi-building lot gets its own number, and owners of multi-unit buildings post the unit identifiers and tell their tenants. Properties inside the area shown on the City's wildland-urban interface map must post reflective numbers, which helps on an evening attempt.
Assignments can still change. An owner who believes the City assigned the wrong address can file a Request for Address Review with the Planning and Building Department, so check the Addressing Map close to the date you send the papers.
What that means for a Service Request
Papers drafted from older records may describe a Carmel property the traditional way, and newer ones may carry the new number. Some houses may not show a number yet, because the City's FAQ asked owners not to post theirs until they receive the official notice. Send us everything you have:
- The new number, from the City's Addressing Map, if you can find it.
- The old description: street name, side of the street, nearest cross-street, and how many houses in from the corner.
- The house name. The FAQ says house name signs can stay up, so a name on the gate or fence may still be the clearest marker.
- For a multi-unit building, the unit identifier the owner posted, or a description of which door.
- A photo of the house or the person.
With both forms of the address, the server can match the door to the papers and describe it precisely on the proof of service.
Mail still goes to the post office
The address change didn't bring home mail delivery. The City's FAQ says P.O. Box delivery stays the only form of standard mail delivery in the city, at the downtown post office on 5th Avenue, and that cluster mailboxes won't be installed. A September 2026 notice on the City Clerk's page, passing along county elections information, reminds residents that vote-by-mail ballots still go to the P.O. Box on file.
That has two practical effects:
- A mailing address isn't a home address. A "P.O. Box, Carmel, CA 93921" from a contract or a court file tells us where the person gets mail, not where to find them. Give us the residence, a workplace, or both.
- The mailing step of substituted service. When papers are left with another adult under CCP § 415.20, the statute then calls for a copy to be mailed to the person at the place where the papers were left. In a city without home delivery, ask your attorney how that mailing should be addressed. General information, not legal advice.
Two ZIP Code areas, and only one is mostly the city
Carmel-by-the-Sea touches two ZIP Code areas in the Census Bureau's 2020 relationship file:
| ZIP Code area | Land area | Share inside Carmel-by-the-Sea | Share of the city's land |
|---|---|---|---|
| 93921 | about 0.95 sq mi | about 99.8% | about 89.6% |
| 93923 | about 203 sq mi | about 0.1% | about 10.4% |
So 93921 is almost entirely the city. 93923 is a large area of unincorporated Monterey County around it, with only a sliver of the city inside. A "Carmel, CA 93923" address is usually outside city limits, where the County, not the City, is the local government. It doesn't change how we serve, but it matters when a city ordinance or the City itself is part of the case.
Papers to serve in Carmel-by-the-Sea?
Serving the City of Carmel-by-the-Sea
City Hall is on Monte Verde Street between Ocean and Seventh Avenues, a description the City still uses in its footer, and the City Clerk's contact profile now gives it a number: 662 Monte Verde Street. It's a fair picture of the whole transition.
- City Clerk: 662 Monte Verde Street, Carmel-by-the-Sea, CA 93921; weekdays 9 a.m. to 5 p.m.; (831) 620-2016.
- City Hall main line: (831) 620-2000.
- Mailing address: P.O. Box CC, Carmel-by-the-Sea, CA 93921.
The clerk's page describes the office as custodian of the City's official records and posts a claim form for anyone filing a claim against the City. CCP § 416.50 allows a summons on a public entity to be delivered to its clerk, secretary, president, presiding officer or other head of its governing body. A damages lawsuit against the City usually follows a written government claim; your attorney handles that step.
Carmel cases are filed a few miles away
Monterey County commences nearly every non-criminal case at one courthouse. Local Rule 2.2 sends probate, guardianship and conservatorship cases, and all civil proceedings including family law, harassment, adoption and small claims, to the Monterey Division. Local Rule 6.2 places the civil division at 1200 Aguajito Road with jurisdiction over civil cases of any amount. That building is about 3.4 miles from the Census Bureau's internal point for Carmel-by-the-Sea.

Local Rule 1.7 requires e-filing in every case type except appellate division cases, for attorneys; self-represented parties may file on paper. The Marina Courthouse, where small claims are tried, is about 11.7 miles from Carmel. We file through Monterey County court filing and hand the endorsed copies to the server the same way for every case type.
Small claims for a Carmel dispute
A Carmel small claims case is filed at the Monterey Courthouse or electronically, and the court's small claims page encourages e-filing. Trials happen in Marina, in Department 20, on Thursdays at 8:30 a.m. or 1:30 p.m. The party filing the claim can ask the processing clerk for the morning or the afternoon calendar, and everyone should arrive 15 minutes early. An individual can claim up to $12,500.
Neither side can be represented by a lawyer at the trial, but the plaintiff still can't serve the claim personally. Send us the filed claim and the trial date, and we'll return a signed proof of service for the court file.
Pulling a Carmel case file
Sometimes the job before service is finding what's already on file. The court's records page sets the rules for civil, family law, probate and small claims files at the Monterey Courthouse:
- Viewing and copies: in person at the Clerk's Office on the 2nd floor, between 8:00 a.m. and 3:30 p.m.
- Searches: $15.00 per name search without a case number, or for any search taking the clerk more than 10 minutes. The clerk does up to three searches in person; more can take up to 72 hours.
- Off-site files: 7 to 10 days to retrieve, with a $10.00 fee for up to three files.
- No phone searches: the civil division doesn't search records by telephone.
Our document retrieval service can request the file and copies, and the address in an old complaint or proof of service can be a starting point for locating someone.
Family, probate and eviction papers in Carmel
Family law. The court's family page splits its two family departments by case number: odd-numbered cases are heard on Mondays in Department 16 and even-numbered ones on Mondays in Department 17. Domestic violence restraining orders are set on Tuesday mornings in Department 16. A respondent who lives in Carmel is served at home or at work, wherever they can be found.
Probate. Probate court sits on Wednesdays in Department 13, on the courthouse's third floor. Notes are posted about two weeks ahead and updated the Friday and Tuesday before the hearing. When an heir or a proposed conservatee lives in Carmel, send the filed petition, the hearing date and both forms of the address.
Evictions. A Carmel unlawful detainer is filed at the Monterey Courthouse or e-filed. A tenant served personally has 10 court days to respond. If a lot has a main house and a cottage, describe which structure is the rental.
From January 1, 2027, AB 747 adds a stamped photo of the site to each proof of personal, substituted or posted service, and treats three good-faith attempts on three different days at three different times as showing diligence before substituted service. Our AB 747 guide explains both.
